Wait, wouldn't the short answer to that be to make the Ultramarines the Third Legion instead of the Thirteenth? That seems like a lazy non-patch that could have been easily solved for backwards compatibility...

<shrug> Sometimes I change with the fluff, sometimes I stick with the past. I was working up to a company anyway, and needed to pick one. The whole legion number thing is a minor point; the name is the big thing. I don’t hold with some of the new markings. For instance, the whole new-fangled “red helmets for sergeants” thing. If I want to denote a sarge, I’ll do it with a helmet stripe.

The orignal Ultramarines were the 10th Chapter of the 3rd Founding, IIRC.
