It hasn't gotten worse than late 5th/most of 6th yet. We're not being drowned in an endless avalanche of Rhinos anymore. (Before some smarta** points out the Gladius Strike Force imagine a game where every single army on every table in every game store in every country in the world is a Gladius Strike Force and you'll have some idea of what 5th was like.)
With all the latest release from GW, I am confident about the 8th edition. If the rumours are true about a mix of streamlined rules like AoS and more complex rules, it would be perfect.

Well, I expect... basically the same as 7th edition, but 20-30 pages longer, with extra needlessly complicated rules for pointless minor details like duels, with most of it being barely changed. Also it'll cost 50 dollars more because they decided to work hologram art into the book to justify charging 50 dollars more.

Chaos are getting a lot of love right now and you know why? At the core they're still space marines.
Eldar and Tau aren't space marines, but overpowered Wraithknights and Riptides sell armies.
Orks? Neither marines nor good. I have a feeling they'll become a subfaction of space marines in 8th edition. They might even be in Imperial Agents tbh. Maybe they become mind controlled by a chaos god and become a new cannon-fodder unit like Tzaangors. Who knows, the possiblities are endless.
Also I think vehicle rules will get changed. Mainly because turn 1 I killed my friends land raider in 1 shot with a razorback, and neither of us wanted to keep playing after that. Honestly who the hell writes these rules? They're almost as bad as the ork codex.

I would like a complete re write of the rules to deliver the expected game play with the minimum fuss and confusion.
EG write the rules specifically for the game play of 40k.
But we will probably get the same WHFB in space based rules , that need loads of complicated additional rules to arrive at the same result with pointless complication.
EG focus on selling the latest releases and not care about the game play implications.

Kudos, I hadn't thought of hologram covers.
$100 codexes here we come!
You may notice that the holograms were only included to justify charging more for the book, too.

I expect Eldar will continue to be OP because a little thing like balance or game integrity will stand in the way of writing more official fandexes.
I also expect Orks will be nerfed because Tankbustas, Meganobz, Lootas, Warbikers, and Mek Guns are "OP" and that cannot continue (balance and game integrity reasons obviously). I feel like maybe GW's charity project will be buffing Stormboyz this time around to sell boat loads of those $25 kits....... Pardon me I meant to say they will release a new sculpt for Stormboyz that's $45 per 5 Stormboyz. Mob Rule will be a table that resembled the chaos boon table where each turn they roll on it to see what narrative forging event will take place. The results will probably pull inspiration from the instinctive behavior table. (No I am not salty).

Grand Alliance Eldar (Craftworlds, Corsairs (from ForgeWorld), Dark Eldar, Harlequin and maybe Exodite)

Grand Alliance Tyranids (Tyranids, Genestealers' Cults)
Grand Alliance Tau (Tau, Kroot, maybe some more allies)
Grand Alliance Necron (Necron, maybe reintroduction of Pariah as faction)

More, I expect in the fluff, that Roboute Guilliman awakes from his coma and says "Daffak is this Ecclesiarchy?!" and start the secession of the Ultramar Reign and a civil war.

I got the Genestealer Cult codex and, unless they've hired a new writing team in the last month I can't see much beneficial change.
The problems:
Snowflake rules - For example, the cult has a neat rule where squads can melt into the shadows then reappear in a future turn as they boil out of the sewers or whatever. Which comes with a d6 chart with different rules for each roll. Gee. If only there was an existing rule to cover what happens when you STRIKE DEEP into your opponent's territory. Or the webber, a fun little sci fi weapon GW has had in their games since before Rogue Trader. It comes with a rule called cocoon where the AP of the weapon is the strength of the target (ie AP4 vs a marine, but AP3 vs a Battle Sister). Neat enough, but if only the game already had a mechanism for weapons that PIN units. And so on and so on. Primarchs have a weapon called Primarch Claws, which you have to flip to another page to see means Ap3, Rending...
Formations, Formations, Formations - Buy this to get this special rule, buy that for the other special rule, spend $500 and everyone gets poison 2+! Because reasons! Ye Olde Force Organization Chart is de-emphasized so I stand by my prediction it is going away in favor of the current BUY THIS NOW FANBOI system.
Um, how do I play? - I'm sure WD has tactica and army building articles for the Cult (yes?) but the codex sure doesn't. I have no idea how to build this army and since it's a new faction neither does anyone else. Lots of gorgeous 2 page spreads of models, not much on how to use them in a game.
And I LIKE the Genestealer Cult. In fact I love them! And I have wanted Codex Guerilla Insurgency for years. But the rules bloat, the marketing, the lack of attention to the game bode ill for 8th edition and it's $100 codexes with hologram covers.

Given the demographics of the TTWG community, I'd have expected all of them to know what is good in life.
That the core gameplay remains the same, yet is more easily understandable and special rules getting cut down to being on unit profiles.
What will remain the same
1 Flanking offering no benefit
2 suppression being neigh on impossible to do
3 riflemen being useless other than as cannon fodder
4 positioning and maneuvering around the battlefield to continue to only be possible via deep strike and jump units
5 big units, and named characters killing everything else.
6 what determines victory are the units you use, and not how you use them (the summation of the above)

There are just so many fundamental design flaws that will not be fixed unless the game is scrapped and completely changed, or GW's design philosophy changes. To put it shortly, I do not really expect any substantive changes in the rule set.
Given the recent wave of codices I think you'll get some rules changes, but GW will be hamstrung by the inability to invalidate dozens of books/material. It's tough to create a quality game - even tougher when you apply a huge limitation to yourself by trying to upgrade/change/fix a game when you're still trying to use old points values, costs, and stats.
Since I don't own anything past 1999 (books-wise) I would love to see them do a fresh start. I just don't see it happening. While GW seems to be changing their attitude lately toward a lot of things, that doesn't mean they'll magically create a brilliant rule-set.
If GW did a 180 and completely changed the game for the better I might even consider trying it (assuming I didn't have to buy a $50 codex...which I'm sure I would).

A new edition of 40k with some streamlined rules would be good. You're talking about what is best ;p

If you're playing 7th, you're basically playing 2nd.
I predict that we may very well see an AOS-ing of 40K, and a cross-over potential for AOS and AO40K intermingling. And I will see plenty of GW yes men saying how that is the greatest thing ever as the customer base shrinks yet again.
They pull the plug on 40k as we know it and put every single rule that currently exists up for reconsideration.
Then they rebuild everything from the ground up with enough variation that the utter mess that is the current ecosystem of splat books and expansions be invalidated.
Then we return to 5th edition style, one army, one codex. No more f****g formations, allies and detachments.

Nobody complains about the formation where 3 Hammerheads and a Skyray can pick a spot on the board to get twin linked on anything within 6" of the spot but they sure as hell complain about the Riptide Wing.

That is exactly what I wish for.
If formations actually costed something more to take them to compensate the bonus they get, I would't mind.
But I would be in paradise if they actually baited and switched, as you say, and restarted everything with a blank slate. It would actually take me back into the fold.
But that's me. I hate the current state and loved the simple state of single codex + CADs of 5th.

well that really paints a picture of the bigger underlying problem that GW has right now. Instead of building a robust game in which players enjoy every game and every model to the point where they are tempted to buy multiple armies and have a great time, they instead have a business model where they develop cheap, easy to make models (relatively) they then proceed to write rules and stats for those models that are absurdly over powered or under priced and then write the codex or supplement that allows players to spam those handful of new special snowflake units. So instead of building a robust gaming community what they have done instead is created an atmosphere where the super rich/elite players can buy these special units, those people who have those armies might buy 1-2 extra models and everyone else hates them and a large amount of players quit the game because their armies keep getting invalidated by the new flavor of Cheddar GW releases.
Formations aren't broken necessarily, but there are most definitely broken formations as you pointed out.
You know, I actually like the concept of formations. They aren't forced on you, but if you follow a guideline, you get a bonus. Some formations ARE ridiculous (like free vehicles for SMS), but the concept of formations is a good one. I hope they stay.
Reality is a nice place to visit, but I'd hate to live there.

Given recent publications and that fact that the same people writing now will likely write 8th edition I think it's a safe bet.
Personally I don't like them, the benefits seem rather random and it feels very much like pay to win. But that's another debate. For the purposes of what will we see in 8th, I'd figure no more FOC, formations everywhere.
