No, looks like the system is designed solely for models on flying bases and Scourges are on infantry bases.

All board games including Lost Patrol got additional rules in White Dwarf. Scourges though do not seem to fit the manouver mechanics, I agree.

From a fluff point of view (and I admit my DE knowledge is probably wildly out of date) aren't Scourges meant to be a protected messenger that you only mess with if you want to be a Pain Token for someone Much More Important Than You?
nothing to stop you adapting your own rules though, i suppose.
Edit: and now I have "Stop The Pigeon" as a scenario idea, and the theme song is stuck in my head!

No Scourges are just rich Eldar who can afford body modification and better gear.
But they have to fight it out in the skies for territory just the same as Reavers and Hellions.

Hellions and Reavers certainly are no where near worth what GW charges compared to the second hand market and their relative worth on the battlefield.

Sure if you can get those on 2nd hand in good shape(preferably unassembled. At minimum unpainted. Hard to believe you can find painted cheap enough on 2nd hand market to make it worthwhile though....) sure. Get them.
I find 50% or more discount on 2nd hand are usually painted(not worth it compared to getting discount this gives) or badly assembled or discount is less.
As for rules...Not all are limited on GW rules so that's irrelevant for pricing of models.

No, Pilum's correct. Scourge are used as mercenaries and messengers and are considered so valuable at their job that anyone that kills a Scourge (presumably outside of a combat situation) is likely to find themselves hunted down by powerful Kabals. As such I wouldn't expect the Reaver and Hellion gangs to get involved with them.

They're both correct. Scourges do serve as messengers, with the understood protection of the Kabals.
They also fight for territory in the Commorragh airspace, though, presumably when 'off duty' against gangs of Hellions/Reavers who are outlaws or disdainful of the Kabals already.

I do hope that they make a white dwarf article that includes rules for scourges, at minimum. Flying bases or not, scourges fit the bill, thematically.
It would be kinda neat to see something similar to mordheim, where you could hire a big baddie. That way we could see a Talos or a Venom introduced into the game. Would have to make a new protractor for the larger bases though.
I could see some rules for a necron scenario, since they utilize the webway via dolmen gates, apparently. Tomb blades, wraiths perhaps, or even a tomb spyder. Just as a fun one off kind of thing. Help sell models and add some variety to the game.
In the same vein, craftworld kinstrife in the webway like we saw in the "jetbike duel" mini game from white dwarf 287.
There are a few plausible potential ways to expand the game experience.

I think he's Getting terms mixed up, since "Subscribe" is what you call Following on websites like YouTube.
So other people are on the same page Subscribing on Twitch is paying money to the Screamer every month of Bonuses. (Exclusive Emotes, ability to talk in chat if the Streamer Sets chat to Sub Only, Ect.) The thing is that Warhammer Live doesn't have it's Emotes set up, So ATM if you were subscribing to them you are bassicly just doing it because you REALY want to give $5 a month to GW.

I fully understand. Just like the OLD White Dwarf, GW expect us to pay for their advertising.
While I am slowly understanding these Twitch and what not services, it still boggles my mine that GW wants us to pay for everything. This is why I SWEAR GW would charge us the very air we breathe in their stores if they could. I mean this is a time period where GW should be expending and getting the word out for "fresh blood". People shouldn't have to pay and get the word out for you, you need to do it your self.
Perfect example. Someone said Mantic. Ok, I thought let me see what this is. "OH I have to pay to watch this content? Not thank you and I still don't know what Mantic is."
Just like for GW. How on earth is GW going to expect to get new and fresh blood or people into "their hobby"? This is the stuff that should be free and trying to make up for all the wrong they have done. Guess it's same old GW trying to squeeze every penny you can. Yes I know they are a company and need to make money. Thing is, they are a company that have burnt a lot of bridges and have a long way of going before they become fully accepted again.
Then again what do I know. I barely know how to use Facebook. I don't know what Twitch really is. I don't know how to tweet. Time has passed me by so I guess I am missing something here when I have to pay for advertising.

I don't think anyone is buying this for the game. It's the minis first, and maybe the game second. But I don't think one person said "I am buying this for the game only."
