Genestealer cults reward MSU heavily. Every additional unit is another roll (or two) on the cult ambush table.
My current list has 24 units bouncing on and off the table. It's super fun, and a bit of a logistical nightmare!

I'm figuring an msu death guard vectorium will end up being very competitive. Hasn't been out long enough to be tested at big tournaments, but a bunch of t5, fnp, relentless, shrouded(when shot from further than 18") marines sounds pretty solid.

MSU= Multiple Small Units, the price point on Chaos Space Marines makes the multiple part non existent with them.
Genestealer Cult is the obvious choice here with massed small units that can regenerate losses and summon in even more.

Second Tau. Farsight Enclaves specifically. Every unit can be a single model which makes opponents waste a lot of firepower that they're paying points for. Being able to deepstrike most of the list or took them up for long-range dueling gives plenty of flexibility. Plus Riptides.

I've seen Chaos Daemons do good things with MSU. It's not the most possible units you could get in an army, but taking an Incursion with 8 minimal units of Hounds is a terrifying thing to try and run away from in a 1500 point game.

I'm surprised no one mentioned guard. A single platoon (1 troop choice) can be over 10 separate units of 5-10 guardsmen that only cost 5 points a piece. The new detachnent from the Cadia book lets you mix in Sisters, Inquisition, and SM. Actually, the inquisition henchmen bands can be 3 dudes for 12 points...

basically any Dark Eldar list has to be MSU for it to be playable.
However, GSC love MSU, so does KDK, and as already mentioned, Daemonic incursion with tons of min hound and screamer units.

Well depends, a DG Lost and the Damned can bring 4-9 units of zombies cultists. IW can spam 6 individual oblits in a CAD. BL CAD can bring 6x3 obsec Termicides.

Anybody else got sum real arguments?
Tau that 'Greater Good' overwatch nonsense tends to shred when you have more small units to join in the fun. Falls apart a bit when your opponent is charging with msu themselves but shooting is always more flexible than assault.

Mono Skitarii could do this quite well too.
Mass Dragoons can be quite the nightmare for people, combined with some heavy fire power support from Dunecrawlers makes for a pretty heavy mech centered MSU list.

Add small (I know...) Ratlings squads and such, and you can have a lot of bodies scattered around the table.

But then again your banking on rolling lots of 6s, so not really a good argument that you will be "charging with msu". And also any subsequent ambush from the shadows gets subjected to intercept. GSC can still win against Tau but requires some luck.

They are when it is 30 points cheaper for 5 space marines with the same set up. or twice as expensive as 3 eldar jet bikes with 2 weapon upgrades.

GSC is not about charging with '6' result. Its about deploying within assault range with 3+ cult ambush results (also maybe result '2' ->outflank) and charging next turn. '6' results are just a bonus but not a strategy in itself. With the right kind of bubble wrap and evasive movement it's not unlikely for tau to win/survive but if could just as well be to much to handle. If a GSC army chooses to deploy with the Cult ambush rule in their face and the got first turn and don't get seized then most tau armies cannot handle that.
