Well... any plans like this need open debate. Not the chicanery we're seeing today and the way the ACA was passed.
They had seven fething years to draw up a strategy, then a plan, then a paper and still have time to muster the troops for a charm offensive. The way ACA was drawn up has nothing to do with this gak show.

This is actually one of the sillier arguments. While Obama was Pres, there was ZERO incentive for R congress critters to 'get it right' as it would have been vetoed. Why waste the effort?

Parties do not have plans on how to run various parts of government until they are actually in power? That seems a bad way to run a political party.
I'm tangentially connected to the local opposition party where I live, and it seems they have a whole slew of plans ready to go the second we vote them into office.

You don't just quit doin stuff cause others are doin' it too. You lost? Fix what was ailing you. Obamacare was ailing you? Work on making it right. Pretty simpe. A seven year itch is a mighty long one. But if you' S got to scratch it, you's gotta scratch it..
The main problem is that many Republicans in the House and Senate want Obamacare tossed out entirely and are unwilling to settle for anything less. While this position sounds nice, it will never get to the President's desk because the Democrats have enough votes to sustain a filibuster in the Senate.
What Speaker Ryan wanted to do was essentially defund Obamacare by removing the individual mandate. This could be done as part of the budget process and thus avoid the filibuster. This faced opposition in the party because many felt it didn't go far enough and they feared that moderate Republicans would feel that it was enough and stop trying to finish the job because of the afore mentioned filibuster.
So, President Trump is between a rock (Republican hard liners) and a hard place (Democrat opposition) and as long as he is, Obamacare will continue.
They did have a plan. That plan was to get rid of the ACA as soon as possible and feed the base some sort of ideological platitude. Problem was, they never expected Trump and they didn't realize that their base had come to actually like the ACA. The base is stuck between wanting what the ACA offers and their ideology refusing to allow it to exist.
There is no actual repeal and replace because I'm pretty sure you can't replace it and have it also fit Republican ideology while it still doing what people want it to do. So now the GOP is choking on their own words and have a populist leader that could care absolutely nothing about their ideology and is in it for the self gratification. The ACA can exist with Trump and as long as people like him for it he doesn't care what theat means for the GOP.
Despite what you hear in the press, healthcare is coming along great. We are talking to many groups and it will end in a beautiful picture!

The smart thing for the Dems to do right now is to craft a bill that would close all the gaps in the AHA, and advertise the hell out of it. Show the GOP that one doesn't have to be in power to actually get some work done.

Well we have this wonderfully powerful means of getting the right people in power but citizens would largely rather stay home or vote against their best interests. The last election asked Americans 'do you want progress?' 1/5 said yes, 1/5 said no, and 3/5 said 'i dunno let someone else decide for me.'

I have 0 confidence in this happening. They are way too distracted by other things for this to happen. Furthermore, I don't think they know what they are doing either.
