Come on, we all knew this would happen sooner or later. It's a concept, so it won't be perfect. Regardless, enjoy.
The Emperor of Mankind (Power 32)
M8" WS2+ BS2+ S10 T10 W10 A6 LD10 SV2+
The Emperor is a single model armed with The Emperor's Sword, and The Aquila's Talon.
Weapons
- The Emperor's Sword: Melee / S+2 / AP-4 / 3 Damage / Wound rolls of 6 inflict D3 mortal wounds in addition to normal damage.
- The Aquila's Talon: Melee / S User/ AP-3 / 3 Damage / Failed wound rolls can be re-rolled.
Abilities
- ATSKNF, Teleport Strike
- Armour of the Throne: The Emperor has a 3+ Invulnerable save. In addition, you can re-roll failed Psychic tests taken by The Emperor, and add +1 to Deny the Witch yesys you take against enemy Psykers within 12".
- Master of Mankind: Add 1 to Advance and charge rolls for friendly Imperium units within 12", and re-roll failed hit rolls of 1 and failed Morale tests for these units. Additionally, those units can use The Emperor's Leadership for Morale tests.
- Lord of Battle: If your army is Battle-forged, The Emperor must be your Warlord. As such, you receive an additional 3 Command Points.
- The Anathema: When within 12" of The Emperor, the Daemonic ability is reduced to a 6+ invulnerable save. Additionally, Chaos Daemons attempting to advance or charge towards The Emperor must take a Morale test with a -D3 penalty. If this test is failed, the Chaos Daemon is treated as slain - remove it from the battlefield.
- Gaze of The Emperor: If The Emperor manifests the Smite power, it inflicts D6 mortal wounds, or 2D6 mortal wounds on a roll of 10+.
Psyker
- The Emperor can attempt to manifest four psychic powers in each friendly psychic phase, and attempt to deny four psychic powers in each enemy phase.
- He knows the Smite psychic power, as well as all powers from the Sanctic, Librarius, Tempestas, Interromancy, Sanguinary, Psykana, and Telethesia disciplines.
- Deny the Witch tests must be re-rolled when taken against powers manifested by The Emperor.
- The Emperor cannot suffer from Perils of the Warp, and is immune to the Psychic Abomination ability when within range of friendly Sisters of Silence.

...It's not going to happen sooner or later. He's dead. So dead he's not getting off the Throne again. Now if you wrote rules for him on the Throne as an objective that can zap Daemons for battles set in the Imperial Dungeons that might be another story.

Why Strength and Toughness 10?
To me it seems like the Emperor shouldn't really surpass Primarchs physically; they are after all genetically engineered to be what they are, just making him ridiculous physically seems to me to miss the point.
If I were to build a profile I'd do it something more like:
Wargear:
- Armour of the Emperor: Bearer has a 4+ Invulnerable save, and may re-roll all failed saving throws. Each time this model loses a wound roll a D6, on a 5+ the damage is ignored.
- Sword of the Emperor: Melee, S+2, AP-4, Damage 3, D3 Mortal Wounds on 6's to-Wound.
Abilities:
- Emperor of Mankind: Automatically passes Morale tests. All friendly Imperium units within 12" may re-roll failed Morale tests. Must be your army's Warlord, granting 3 additional Command Points.
- Psychic Avatar: +2 to Psychic test and deny results.
- The Anathema: Daemon units within 12" have -1 Leadership and must re-roll all successful saving throws.
Psyker:
Three deny attempts in enemy Psychic phase, may manifest up to four powers in his Psychic phase from the following:
- God-Incarnate: Warp charge 7, +1 to saving throws and Armour of the Emperor ignores damage on 4+.
- Imperial Truth: Warp charge 7, all friendly Imperium units within 12" automatically pass Morale tests.
- Perpetual: Warp charge 6, restores D3 lost wounds.
- Searing Gaze: Warp charge 6, inflicts D3 Mortal Wounds on target up to 18", or D6 if target numbers 10 or more models or is Titanic. If more than 10 is rolled, roll dice twice and choose highest.
Not sure of appropriate power rating/points, as 2+/4++ with 5+ ignore damage makes him durable, especially when boosting to 2+/3++ with 4+ ignore damage, and ability to restore wounds to himself.

@Haravikk the Emperor's body is also genetically engineered, so, although I wouldn't give him strength and toughness 10, I would go slightly higher than a primarch. I'm sure that he would have done a better job on himself than anyone else.

Come on guys, this is 8th edition. Give him loads of wounds and degrading stats. Except his smite ability which needs to get better as he's damagdd.

If I remember correctly, he KO'ed Russ with a single blow and dragged a bigger Dragon than Vulcan back in that contest, so he should be stronger than the other Primarchs.

His psychic power should be very strong. Stronger than daemon Magnus and that 999 point Tzeentchian daemon from Forgeworld.
- Manifest powers on a 2+ and deny powers on a 2+.
- Make any powers manifested on 6 undeniable.
- Give him access to Sanctic, Librarius, Psykana, and Telethisia (?) disciplines.
- Upgrade his Smite in a similar way to that of Magnus.
His very image and presence inspires humanity.
- Auto-pass morale checks.
- Allow friendlies to use his Leadership stat for morale checks within range of his model.
- Maybe allow friendlies to re-roll failed hit rolls and wound rolls too? When within range of course.
He literally scares most Daemons.
- Daemons in range have reduced saving throws and Leadership.
- Daemons must pass a morale check when attempting to charge or advance on him. Failing this check causes a fall back....or death?

I don't really like "Extra good against Daemons". Either he's properly pointed, except against Daemons, who he's too good against, or he's too expensive, except against Daemons, where he's just right.
