You could hunt down the 2000's era Star Wars RPG playmats. One side was scaled for the blind packed Star Wars models, the other for the 3.75" inch(same scale as Joes) action figure line.

There's also a number of companies that do accessories and cardboard backdrop/playsets in that scale specifically for dioramas and displays.

Edit: Looks like other Joe collectors suggest 1:18 scale stuff, too.

The core rules, sure. But weapons and stuff would need tweaking, and serious thought given to things such as special abilities.

I’m genuinely surprised that it seems no-one has tried such to date. I mean, the GI Joe line is immense. Whilst more a third bag thing in my childhood, I still enjoyed the toys. And given just how long it took the line to fully Jump The Shark, I cant help but respect the minds behind it.

As far as I can tell, they ... looked like GI Joe characters. I can't say more than that because it's not something I've any interest in or knowledge of.

There's one or two Facebook groups dedicated to 80s cartoon gaming - GI Joe, He-Man, that sort of thing. That's where the miniatures are found; they're all "garage kits".
