I think it's very likely we are either getting World Eaters or Emperors Children.
We got the Thousand Sons in 7th, Death Guard in 8th... So let's keep the pattern up with either one of those.
Personally, I'd like GW to take the time and expand and update several of the factions this edition. Some need it more than others, but I'd rather see some new kits than tons of PA style supplements to bloat the edition.
I want to see more supplements, frankly.
It's a good way to stagger out releases and add a couple of characters while reducing main book bloat too. Imagine, if you will...
Codex: Aeldari drops along with some refreshed vehicles. Refreshed Falcon/Fire Prism/whatever kit drops, a new Dire Avengers box and new Phoenix Lords plus a few of the Aspect Temples here.
Alaitoc could bring in Illic Nightspear, a generic Ranger character-ish Autarch, and plastic Rangers.
Biel-Tan could bring in an alternate sculpt for the Ranger hero out of Blackstone Fortress for an Elite choice, a plastic Autarch patterned after an Aspect Temple here, and another Aspect Temple.
Sam-Hainn could bring in a Wind Rider Autarch that builds a named option, a new Vyper kit, and Shining Spears.
Iyanden could bring in a plastic Yriel and Wraithseer kit.
Ulthwe could bring in new Guardians(with Storm Guardian options!) and a Warlock box.
Drukhari have a lot and I don't know how you would do them. Expanded Covens, Cults, and Kabals with characters in each or something?
Falling Back says that units can't shoot when they fall back...
Get Back In The Fight! says otherwise...
There are a million abilities that allow you to break the core game rules. Units allowed to Charge and/or Shoot after falling back is super common in most codexes.

Doomrider would fit in well with the new biker units that've been released lately.

Oh, please no. Gw needs to drop the "Scary Marines" angle for Night Lords. It's never worked, because too many things in the game are either fearless or effectively fearless, the most numerous faction in the game being a big example. It would also mean giving them a special ability that would be useless against units of one model, like characters and vehicles.
Gw just needs to borrow a page from hh and adapt "A Talent for Murder" to 40k. Play up the dirty fighter angle for Night Lords.

Ditto. IMO the PA books functioned poorly at everything they were supposed to do. I would prefer they release campaign books as actual campaigns with fluffy rules, branching systems etc, and keep the actual rules updates to things like, you know, rules updates. This would go a long way towards preventing the typical complaint of "Ok - Here's my army - And if you need to know the rules feel free to look at the stack I bought. They'll either be in the codex, one or both of the Vigilus books, possibly the White Dwarf I had to bring, but probably in one of the three "campaign supplements" I also brought."
I'd heard talk at one point of bringing back something similar to the 7th ed Demonkin codex, but really focusing more heavily on the World Eaters aspect. That would be very cool IMO.

I doubt any chaos legion with a dead primarch* will get a book, simply because any chaos legion book is also going to include its primarch as a model. I fully expect a cult legion, but if not something like Word Bearers would be interesting, but that would require GW to remember the Word Bearers, which is unlikely. I do expect there to be another big chaos release, so my guess in order of probability is Emperor's Children, Renegades & Heretics, and World Eaters.
*Abaddon is for all purposes related to model sales the primarch of the Black Legion. On the other hand, a dedicated Black Legion codex would be like Codex: Ultramarines so... not happening.

You know that a bunch of the Marine Chapters got supplement books and don't have Primarchs, yeah? Hell, only Raven Guard got a Chapter Master...and even then they didn't see fit to throw us a fricking bone and give us a bodyguard unit to go with him.
There is nothing preventing Chaos Marines going the route of the Codex Marines book, with a Core Book and then supplemental items for the Alpha Legion, Black Legion, Night Lords, Iron Warriors, and then the Renegade Marines. Emperor's Children, World Eaters, Death Guard, and Thousand Sons all have enough unique items that they could justify having standalone books...which would be hysterical given that the current, reliable rumor is that SW, DA, and BA are going to get made into supplement books for Codex: Marines while Deathwatch and Grey Knights retain their own unique codices.

Points adjustments across the board, drastic changes to game functions, and anyone somehow expects they WON'T redo all codices? How many years now has GW been getting you all to rebuy all your stuff at a significant price increase?

I guess I'm looking at it more like a game mechanic than a lore piece (even though I think you can make it into lore even for things like marines, such as terror causing them to sometimes fallback/withdraw at a bad time). I think from a purely game mechanic point there is definitely a place for it. A well-done rule that forces many/more effective leadership debuffs could be a great balancing tool for MSU style units in this edition. I see no reason there shouldn't be armies that excel in every phase of the game as it highlights that phase and adds more depth to it. Im not sure how the 30k rule works that you mentioned though because ive never played HH.

Expecting CSM as a whole to get the same quality and diversity of treatment as loyalist marines is, in short, delusional. Nobody gets that treatment. We won't get books that don't sell new models.

"A Talent for Murder" gives Night Lords +1 to hit and wound in cc whenever they outnumber their opponents. HH uses the bulky, extremely bulky, etc USRs so jump units and terminators count as 2 models. It can be pretty nasty but requires planning. It plays up that Night Lords are dirty fighters who gang up on opponents and don't care about honor. The "Dirty Fighter" warlord trait and "Prey On the Weak" strategem from Faith and Fury borrow from it.
