As the title suggests, what armies do you think should be in an allies codex? And give some valid reasons (Not just because it's cool). I'm going to take some inputs and see if I can come up with a usable document for expansion of the 40k universe. Let hear what you think!
This is what I have so far:
Deathwatch
Eldar Exodites
Mechanicus
Feral Orks
Kroot
Dark Eldar Cabal of Slaanesh
Gaunts Ghosts
Last Chancers
Ordo Hereticus(maybe)

I beleive the Mechanicus could be a codex of thier own. But if there was an allies book maybe bring back genestealer cults or maybe including some rules for traitor imperial guard forces that arnt fw.

Demi-urg, Kroot, Vespid and Gue'vesa could each be done as Mini-Dexes that can be selected as Allies by other factions but directly selected as units by the Tau Empire Codex.
Something similar could be done with the lesser explored branches of the Imperium structure like Arbites, Custodes, Explorators, Mechanus and Rogue Traders. Certain elements of the Inquisition that have been under-utilized in the current Grey Knights codex could also be expanded here.
Corsairs, Exodites and Harliquins could definitely benefit from a similar treatment.
Perhaps something unique as well, like a small confederacy of previously unknown Xenos and Humans that sometimes finds themselves involved in the wars of the great factions.

I know some of these armies could just about make full codexies, but I feel that they would be forced, and that a book comprised of quality allied contingent lists with appropiate allies charts with them would be much better. I don't want a but of overpowered lists, but stuff thats useful but not OP, maybe some unique stuff or stuff that the primary contingents just can't normally do.
Currently I'm thinking about starting simple with 6 lists, effectively 2 imperial friendly lists, 2 good guy xenos friendly lists and 2 bad guy xenos/chaos friendly lists.
Ideas are:
Deathwatch
Adeptus Mechanicus
Kroot Mercs
Eldar Exodites
Rogue Traders
Ork Freebootaz

I just can see putting squats back in, they just don't have a place anymore imo, the fluff for them, and trickled down to almost nothing and just aren't really a big enough presence in the recent 40k history to deserve an army. Abhumans would go with traitor guy or chaos imo.

There is always IG available whose weapons are much more easy to get than those punctual Pulse weaponry of the Gue'vesa'uis which they only get because they are in the Empire and let's be honest those weapons are the only reason to make a seperate Gue'vesa unit at all. But I agree with you Corsairs and Harlies could easily be expanded if they were allies. You could get something like an IC Shadowseer and solitaires could come back too. I would like to see Xenos Headhunters, not just with Kroot but also with other Alien races which were hired to kill a special target. They could work like Imperial Assassins (which should be more widely accessible too).

-I agree Gue'vesa have no place outside of the Tau Codex.
-Corsairs have a FW army. (I don't really want to do allies for lists that have forgeworld armies) Harlies just don't seem to have enough units on their own to flush out even an allies list.
I was actually thinking of assassin like units in a rogue trader allied contingent. They'd be his "Senior Crewmen" and each would be similar to the GK assassins but there abilities and gear would be from different sources.

Most of these can't have their own codex for reasons besides fluff. Most of them simply wouldn't sell well enough to sustain a product line.
But if you bundle them together this way, they'd all get much more use and become economically viable. The whole addition of allies in 6th appears to have been for this purpose, as a hedge against bad armies not selling well.
In warmahordes, the minions/mercs work like this, but a lot of them actually have enough parts to make standalone armies, should you desire. They just aren't as fleshed out.

I like the general concept, but not the specifics. Rogue Traders are surely more 'Imperial' than 'xenos' and not including genestealer cults seems like a wasted opportunity, since they are ideally suited to an allies codex.
I'd go with fairly broad descriptions like 'Agents of the Imperium' and 'The Lost and the Damned' and then see what you can make work in one list...

Harlequins used to have an entire army list. They have way more units and models than most of the races discussed in this thread.

My vote would go for a 'mercenaries and corsairs' set.
such a book could include ork freebootaz, rogue imperials, eldar (dark or not) pirates and kroot mercenaries, possibly some not-too-corrupt chaos sorts.
Okay, maybe not chaos sorts, but that's make a book with lots of options. And it's not much of a stretch fluff wise to take those human renegades in this book-we-dream-of and say that's a rogue trader's gang, nevermind the ork cook.

If you could point to this info, it would be useful, I find it hard enough to make an exodite list without using already existing eldar units.

It was a WD codex and long out of print and out of stores. It was fun, but it doesn't offer much in the way of new units - nearly every model you could take is available in one of the Eldar codexes. Apart from basic harlies, shadowseers and death jesters they had a great harlequin HQ, solitaires (harlie assassins), Venoms (since stolen by the DE), wraithlords and harlie jetbikes.

I'd probably want a bunch of books.
One for cults (chaos, stealer, I guess race traitors or whatever)
One for xenos
One for inquisition or other branches of imperial government.
Maybe one for mercs but that sounds kinda covered.
Might involve some working around inclusions in existing books

Squats, because say what you want, they're still around, it's just that the majority of their homeworlds are gone. Of course not all of them are dead, there would be traders, armies, diplomats, and others who would've been elsewhere when it happened. Obviously they don't have the means to field a full army anymore, but a small squat detachment for IG or an inquisition force would be perfectly reasonable.
Other than that, freebooterz and maybe some sort of human mercenary equivalent.

I think it would be cool just to see the release of a "Mercenaries" codex or something. Combine the "Guns for Hire" races into one book, like Kroot, Freebooterz, etc.
However, I think for mini-dexs I would still like to see RT's play a slightly bigger role than they do now. After all, the game used to be called Rogue Trader hahahaha.
Squats would be cool to see as an addition to Imperial Guard armies. Why? If I remember so the original Imperial Guard (back when they were Imperial Army still) army lists actually said you could also use any unit from the SQUAT CODEX. Yeah. I like to think it's locked up in a golden vault somewhere waiting for the world to be ready for it's awesomeness.
