Do Skitarii (the martial forces aligned with the Adeptus Mechanicus) speak the secretive language of the Ad Mech known as binary? I haven't really seen any clear answer on this one.

I was under the impression that this was the case, assuming of course the Skitarii in question were recruited from the inhabitants of a Forge World.
However, whether there command of binary is as good as the AdMech priests....
Suddenly i'm having flashbacks of those old Hollywood movies about Rome where all the commoners speak in American english and all the officers speak British English.

Actually, follow up question of my own, do they actually say the constituent components of binary, i.e. all the 1s and 0s in "gothic," or is it through synthesized voiceboxes, more akin to the technical noise of a machine? I've never been able to find an actual conclusive statement on that front.

Therefore, I conclude, Valve should announce Half Life 2: Episode 3.

Synthetic voicebox, and a similar aural or neural implant to allow interpretation of the clicks and tones. I can't give any specific references, but the material on the AdMech does contain references to both. (And the "binary" is consistently described as a series of clicks or a buzzing sound, not spoken numbers.)
It's basically sound based wifi, which is either a part of or in addition to the Tech-Priests' noosphere.

Yeah, I was never under the impression that binary (the language) was actual binary. I just assumed that was what the tech priests called it.

The sound itself is probably not an actual binary code, but is likely a base power-of-two code that ultimately gets switched back to binary in the hardware. So it probably sounds like a less conspicuous version of the fax machine or dial-up modem noises.

"Speaking" binary I think is a misnomer. In my view the AdMech use binary as a means of communication, as Sir Pseudonymous indicates above. The inquisition refer to it as a "language" becasue it is translated into sounds that they can hear adn they don;t know any better.

In the Grey Knights book "Dark Adeptus" the Grey Knight characters have a detachment of Skitarii and a few Techpriests, all can speak fluently in human voice unless they have had their voiceboxes replaced with gubbinz and other shiney things. But as far as I know all the Skitarii were pretty much the same as imperial guard with different equipment and minor augmentations.

Those weren't full on Skittarii(who are heavily augmented)
Those were normal humans with a few implants. Low level initiates in the Machine Cult.
The Skittarii who are in the Titan Legions would be much more augmented. Closer to mechanically enhanced gorillas.

Depends on how fast you can say it.
You could easily "speak" several thousand lines of binary code in a fraction of a second.
