The codex states you can use Vanguard Veterans in a Kill Team, and that Kill Team functions as a unit. Does this mean that the Vanguard Veterans don't use their Jump Packs anymore?

Why on earth would they not have access to jump packs? You still buy upgrades for the unit and all that. Unless taking a specific model suddenly allowed them to use their jetpacks if they're in the same unit, you should be fine.

The VV can still use their jump packs, it just means that they have to maintain coherency with their unit, so you can move up to 12" from the back to the front of the unit or visa versa, but you can't go charging off on your own 10" away from everyone else.
IIRC, the GW FAQ/errata also means that if a single model has a jump pack and doesn't use it in the movement phase, the unit may re-roll their charge distance just as a jump pack unit would.

Vanguard Veterans pass their Heroic Intervention ability on to the whole squad as well.

Interesting! So they still have their special abilities and can move freely as long as it's in range of the squad.
So just having a single Vanguard Veteran in a Kill Team means that the entire squad can re-roll their charge distance and give Heroic Intervention to their whole squad too?

Yes. "It says a unit containing any models with this rule" in Heroic Intervention.

The main point of including the Vanguard, Bikers and Terminators in the unit are for the Special Rules they bring to the table. The extra Wound Tanking abilities of the Terminators and Bikers (with Jink) are also nice, as is the mobility of the Bikes and Vanguard putting them right where you need them in reference to the rest of the unit.

So if I've got an Aquila Killteam that looks like this:
Vanguard Veteran x1
Veterans x5
And I've only got 40-50pts to spend on their weapons and upgrades, how do I spend those points? Special pistols for the Vanguard? Infernus Hvy Bolters might also be cool for dakka...
Thoughts?

Vanguard can take a Power Maul for 5 points, and it adds a nice little boost to their choppy factor while remaining extremely cheap.
As much as I wish Infernus Bolters were better, (Since it'd give me a reason to bring out Heavy Bolters for once,) there is almost no situation where they aren't outdone by Frag Cannons, and there are certainly dozens of situations where the Frag Cannon will be vastly better.

The bigger point on VV in Kill-Teams is getting 5pt power weapons where the regular Marines are still paying 15pts.
