I am thinking that he may be worth the points. Since I see no entry for Blood Song under Blood Angels' Wargear, I am assuming that you total the points for 1 MC boltgun and 1 meltgun (21 points combined). This brings Tycho the Lost to a point cost of 91. Although he is quite underwhelming in combat, you can mitigate that by model placement as he is a character. Still for 91 pts, you get a model that can shoot both a meltagun and a MC boltgun (which look phenomenal now) hitting on 3s (2s if you only shoot one option), hes got a 2+/4+ at 5 wounds.

Of course its tomorrow is the "tell all" that will dictate if his point cost makes him a viable option over a regular captain, but let's discuss until then.

What are your thoughts?

Tycho confuses me. Death Company dude, but no melee weapon? What?

You don't pay for special character equipment. His points cost includes everything. So he's just 70 points.

Tycho was introduced in 2nd as a special character. In this era it wasn´t mandatory for a character to wield a close combat weapon because his S5 punches alone modified armour saves by 2. His loadout was:
Bolt Pistol, Frag & Krak grenades, Power Armour (3+ armour save), Kombi-Meltagun (Wargear Card), Digital Weapons (Wargear Card). You could give him a third and final Wargear Card. He was in a later edition introduced into the Death Company and then killed off.
Sadly from 3rd onwards SM & CSM characters were forced to wield close combat weapons like power swords & power fists in order to negate armour saves because the armour modifier concept was deleted from the rulebook.
Corbulo is another character from 2nd which has no dedicated close combat weapon. He started his career with a simple chainsword and it might have been slightly buffed in later editions (Rending-USR).

Good eye! Yeah, that makes him even better IMO.

I plan to use the Blood Angels as midfield control army with great counter assault units. The dakka Baal pred will output 18 shots a turn at 24", mix in with some devestators, a death company and furioso for cc support. That's why I think Tycho is worth his points, as he also fits a midfield role.

My issue with him is he doesn't do anything for the army (no aura abilities), isn't great in close combat, and is only decent at shooting (BS2+ is nice, but his gun is pretty meh).

Compared to almost any other HQ choice, I'm not sure why you would want to use him.
