The easiest way is to undercoat black and then highlight with codex grey followed by a black wash to tone down the black. You can also try a dark shade from army painter for a quick and easy way to do it.

To get any effect highlight on a black cape buddy its about adding small amouts of grey or white and lots of watered down thin layers... long process but really effect if done correctly. I tried it once with a commissar yarrick with limted sucess... good luck

Go to a local arts store
Find Paynes Grey
Thin properly (I prefer Golden liquids or Liquitex soft body)
basecoat, wash with a black, check for highlight
If highlighting is desired mix paynes grey to white for desired color.

Depending on your palette, you can also highlight with brown, blue, green, etc so that it's not just grey highlights.

I bascoat with black, do a first round of highlights with P3 Coal Black, then higlight with Codex Grey. A glaze or two of Badab Black makes it a proper 'black' again while allowing the highlights to show through.
