Based on a similar idea to deadshot's custom master of assassins. Vindicaris is the official fluff master of assassins. Here are some experimental rules for him.

Vindicaris, master of assassins: 245pts
WS8 BS10 S3 T4 W3 A4 Ld10 I6 Sv4+
Wargear: Stealth suit, Two Exitus pistols, Laurel (4++ invun), Executioner (master crafted power sword ((looks like a combat blade BTW))
Special rules: Fearless, master of assassins ( any assassins on the field are fearless), Stealth, Scouts, Infiltrate.
Options:
May exchange his exitus pistols for an exitus rifle...free
May exchange one exitus pistol for a master-crafted Boltgun...5 pts
May exchange his exitus pistols for silenced boltgun with Rage rounds (R18'' S5 AP5 Assault 3)...10pts

Fluff: At a young age the assassin who would later become Vindicaris lead an execution squad to kill abbadon the despoiler, the assassins in his unit were some of the most experienced assassins the vindicare temple had to offer. The vindicare temple had noticed the young assassin's leadership skills on countless other missions, but this mission was his chance to prove his worth.
Vindicaris led his men through many hellish environs but not once did he or his men falter. Many daemons fell to his blade on his way to the sniping
position. They were unaware that they Were caught in a trap, and were captured by chaos marines. They were held in a secure torture facility on the daemon world of m'kuta. After several days of torture one of the assassins was killed, and filled with a dark rage, vidicaris and his remaining assassin broke the chains of their prisons. Using the Bolters taken from two chaos marines guarding their prison the two assassins cut a bloody swathe through
the facility. Vindicaris managed to get into the control room and 'killed' Abbadon with three boltgun rounds into his chest. They then grabbed a chaos
Valkyrie and flew to the planet to cadia where a representitive of the vindicare temple informed the master of assassins of their success. A couple of
years later it was learned that Abbadon was still at large. Infuriated, Vindicaris was about to embark into the eye of terror to finish what he started but
was stopped by the master of assassins who informed him that he had stepped down as master of assassins and Wanted Vindicaris to take his place.
He asked the assassin what his name was, he chose not to tell him what his real name was and said he was Vindicaris, master of assassins.

Another legend about Vindicaris would take place shortly after his promotion, during the grey knights assault on planet highrise Vindicaris would famously lead a squad of five strike marines into a daemon stronghold , using his legendary silenced bolter he killed a lord of change and proceded to kill two daemon princes with his gun. A third stabbed him with it's daemon sword, badly wounding him. The grey knights fought like men possessed to save him. After retrieving him he carried on fighting and scored a remarkable tally of over a hundred before letting himself have the liberty of collapsing of his wounds. Even the daemons feared him and when he Rose again the daemons fell back, knowing that they had no chance of survival against the master of assassins.

Why is he BS7 though? Drop it to 6 maybe?

Whats the combat blade do? Unless it bumps his str somehow hes going to be very impotent vs tougher characters/units.

Master of Assassins does nothing. All assassins have Ld 10 as standard

All Assasins are also WS and BS 8 so he isn't actually better than any of them.. He is like a bad version of the vindicare with a combat blade and stealth... No offense, but he needs to be boosted to even compare to a normal one

I think he is supposed to be the human buerocrat rather than an assassin.

Deadshot I assume you are referring to the Master that was mentioned in your thread, if that was the case, why make a statline for him? Also, he is probably still just as skilled as the others, just better at talking..

Update: Changed stats to more...reasonable resemblances to his real stats

Also added a new upgrade weapon.

Again, master of assassi.s is useless. They are all fearless. They are all-

WS8, BS 8, Str 4, T4, W2, Int 7, A4, Ld 10 have a 4+/4++ and a 6+ FNP roll. They are fleet, fearless, have move through cover and frag grenades.
