to start, try using a brush with a very fine tip. you want your lightning forks to be very thin and sharp, not wide and soft. also, think about how lightning looks in real life (google up some storm photos; always helps to have a reference at hand). it tends to be directional, meaning there's a clear starting point and one or more end points (often with lots of tiny forks off the main one along the way) as opposed to just going every which way.
you can make it as simple or as complicated as you want. here's a tutorial on painting power swords that might help a bit, as she goes over her way of doing the lightning bolts (starts around 2:15):
