Most people will say that it is the current Tyranid battle force, mainly due to the Carnifex.

The Space Marine Battleforce is good, though you get 5 Scouts instead of 5 Devs or even a 2nd Combat Squad.
I think the Chaos Marine box is pretty darn good, though the Berzerkers are a little bit dated...
Sorry about the MEQ recommendations.

Fantasy wise the Empire set a great deal: ten Empire State Troops, ten Empire State Handgunners/Crossbowmen, five Empire Pistoliers/Outriders, eight Empire Knights, and one Empire Great Cannon/Mortar. Biggest pro is that its full of extra bits for future conversions.

I wouldn't say that AoBR makes the battle force obsolete. The battleforce has the flagship multipart models.

Isn't he Ogre Battalion a stupidly good deal? $90 for three $40 boxes and a $30 box, making it $150 worth of stuff for $90.
In 40k, it might be the Dark Eldar box, as it's one of the few that hasn't been adjusted since the drop to $90 battle forces. It's 20 warriors ($35), a raider ($35), and 5(!!!) reaver jetbikes ($75) for about $145. Buying two or three just to get the bikes was standard back in the day, when you could just bitz order the blasters for reavers.

Wood Elf one aint too bad: 24 Archers, 12 Dryads and 8 Glade Riders, thats a good core army right from the get go, a hero or two and thats 1000pts on the bounce.
Best would have to go to Ogres or Nids, if they hadn't take the Russ out I would be tempted to plug for the Cadian one which was not a bad deal for 50 quid.

Yes! $150 for $90 is really really good, can you think of any other factions that is similar?

Lizardmen, hands down.
Stegadon ($40), box of Saurus ($35), box of Skinks ($35), box of Cold One Riders ($35), and a box of Temple Guard ($25) comes out to $170 for a $90 battalion.
That is a damn good deal.

Except that it doesn't come with a stegadon, and you don't get a full box of skinks, either. It's closer to a $108 dollar value.

It's probably worth pointing out that the "great deal" of the Dark Eldar battalion box is balanced out by how terrible a deal, based on plastic per dollar, that the Dark Eldar Raider is. Seriously, $5 more than a rhino for LESS plastic?!? Or for $5 extra get two metal side plates, metal weapons and two metal raiders?!?

What harm can it do to find out? It's a question that left bruises down the centuries, even more than "It can't hurt if I only take one" and "It's all right if you only do it standing up." Terry Pratchett, Making Money

Nothing wrong with that. My Spase Marinez infantry is 50-60% AoBR (depending on if the squad is using the AoBR flamer and/or Missile Launcher, 30-40% Multipart with metal Sgts. From a painting standpoint, I'm finding that the AoBR have crisper details than my old V3 multipose as well, (outside of their decidedly wonky elbows).

The Empire Reinforcement Batallion was extremely tasty, shame it was a splash release. From memory, you got 20 Flagellants, 2 Plastic Wizards, Handgunners (might have been State Troops like) Helblaster/Hellstorm, and yet more Pistoliers. I think. Been a while since I bought one! http://www.imaginaire.com/indexv2.jsp?url=/lib/panier/affproduitindexv2.jsp&in1_code=108633&cat1=JM&cat2s=343&langue=en Bugger it, I was fairly wrong! 20 Flagellants, 20 State Troops, 2 Wizards, 1 Helblaster/Rocket Battery. One of them, one of the normal Batallions and a General Kit and all would be good. Including the book, you wound up with a fairly decent army for....erm....under £150. Good selection of troops as well.

The question, after all the prices, is how much of the stuff you are going to use?
If the battalion box comes with all models that I don't want to use, then it's not a good value.
The boxes I liked were the Tyranid, Eldar, and Warriors of Chaos boxes. All came with models that I needed/used and no worthless ones.

Nids and Skaven.
Skaven force is worth about $140 and basically everything you need (minus Rat Ogres, but feel free to use 'em anyway)
Tyranid Force is probably good to, Carnifex is worth half that thing.....
I don't like the Eldar Battleforce, not enough ground troops (5 Dire Avengers, Seriously??)
Tau Force is the only one to have a Character in it (well, not officially.....but you get the idea...)
I don't like the Dark Elf Battalion.....don't ask why....

Agree with skyth here. Besides the hard cash considerations, its worth looking at the overall use.
The big plastic kit should be unit almost every army has multiples of. Carnifex for example. Leman Russ would have been the imperial guard one. the Necron Deal is in this regard also very good.
For me, Eldar is because of that a not so tasty deal. the Walker doesn't cut it for me.

I think the Tau is one of the best. You need Crisis Suits, Firewarriors and Devilfish (and you can buy the hammerhead sprue from GW Direct). So, basically, you get the Kroot and Stealth Suits for free, even if you don't plan to use them.
If you can find the SW battleforce (no longer available), it was another solid deal. Rhino, 20 Marines, and 3 Bikes.

You'll notice they slowly are making the Battleboxes less and less of a deal.
The Brettonian one got a ding a few years ago when they made it so you only got 1 Peg Knight in the box rather than 3. The IG Box just lost the Russ for a Sentinel (lol).
All the other ones have been fairly lackluster.
I have made an Ogre army out of two battalions and some characters (plus two small bits orders when they had them...). If I was to play 40k again I could make a good Tau list out of two Tau Battle Forces and maybe some bits ordering from a bits service.
The Ork one is actually quite good. Whether you're in it for Boyz or Bikes, assuming you can sell the extra stuff on eBay you're making out by just buying Battleforces.
