Oh and for tau, the only individuals I'd consider civilians are the water caste. Air caste=navy, Fire caste=warriors, Earth caste build and maintain weapons, as well as being battlefield engineers, and ethereals are known to be fighters,

True. However, it seems that the majority of earth caste don't have much to do with weaponry, most air caste don't actually fire space guns and almost no etherials actually step foot on the battlefield.

Unfortunately, any model built by GW or forgeworld will have something to do with battle. Almost a shame. Still, these should be easy enough to model into acceptable civilians.

The majority of earth caste don't build weapons, true, but with something like the tau empire where their one and only focus is expansion/assimilation, and every citizen's only goal is to achieve the empire's goal, most technologies are going to be either directly for the military, or indirectly. troop transports are weapons, but they still help the military. life support for troops, armour etc. still help the military. They wouldn't be developing Ipads, that's for sure.

And as to the air caste, the cadets who fly the ships, even if they don't shoot, are still military-related.

And what I originally meant was that the only caste who would never, under any circumstances, find themselves on a battlefield are the water caste.

Some water caste members accompany the fire caste on the battlefield to try and get a peaceful solution. It must be thought, therefore, that some would have pulse pistols and will fight, even if not good fighters. I've seen fluff about water caste members killing others, even though they are terrible shots etc.

I thought it'd be the other way round with the Fire Caste acting as body guards.
