No, you're right, they do count as promotions.I retract my statement.
I could argue that offering things for free (technically, even if it does require putting payment information into an app) is nowhere near the same as offering things when you buy enough things to quality, but it's halloween, I got goats to sacrifice and satan to summon, so sure, Warhammer Plus is a booming product and this promotion is in no way tied to lackluster performance of said product, just like having discount on Dominion box yesterday was in no way tied to the fact they still haven't sold out of it, four months after launch. Just happy little coincidences.

Actually considering the nature of Warhammer+ I could well see that they pre-planned multiple discounts and promotions. These might not be reactionary but proactive measures taken to push sales of it.
Don't forget GW typically doesn't have to do sales because their products don't devalue and have a long shelf life in terms of how long the product itself can last, and in how long it can viably sell for.
These aren't DVDs or Music that cycle super fast on the shelves and devalue to half their value sometimes in under half a year etc...
So GW typically isn't under pressure to devalue and sell their own products. They tend to only do it when they want to shift excess stock which is more about clearing warehouse space for other products than anything else.
Warhammer+ doesn't devalue either, but at the same time its clear that they know if they can secure enough people on it it will self-sustain itself very well in the long run. Granted they have not done any favours by having lacklustre apps for the army building and such. So there is an element of "released before it was baked" or "underfunded departments" or "under skilled departments" here and there within the service.
Heck vouchers were mentioned as a Warhammer+ bonus/subscriber feature in the early marketing anyway.

GW is not doing it and sell stuff for full price to the last hour, but it devalues vary fast compared to the past with some products having a shelf life of less than 6 moths
this usually only affects independent stores and not GW itself, but the "new" books, boxes are often not even selling for discount with the books being replaced, the units nerfed or the game being replaced by something new
with WH+ they doing something normal for the market but something unusual for GW

If I had pre-ordered Kill Team on Saturday and perhaps taken an interest in one of those discounted boxes, I might be irritated now. I guess from now on if this sort of thing interests you, you have to pay attention to the calendar, not pull the trigger on orders close to the end of the month and just wait if they run a promotion at the beginning of the next one.
Luckily this is a typical GW affair that is only useful under highly specific circumstances and you'll likely get a better and more straightforward deal from an independent store selling at a discount, so typically nothing's lost if you miss out on the promotion.

so it is either a 10% discount on future orders, or get the stuff you want before it is gone

It’s a few hoops to jump through for a 10% discount.
But it also lets you take advantage of all the “only from the us” offers that GW runs. Art cards, knick knacks, etc. Which (unless you care a lot about those sort of things) are not worth giving up the discount you can get elsewhere. Or items that normally are not stocked at the online sellers/FLGS. So this lets you have you cake and eat it.
It’s a nice little perk. I probably won’t take advantage of it, but who knows. Others might get some milage out of it, so good for them.
Any step towards sales and discounts from GW is a good one.

AOS players in particular like these as plenty of armies there are the no-flgs discount category.
If I had cash might be tempted to go for say bloodcrushers now and then with discount maybe COS battle mage box. Would find use for those and no FLGS discount.
Also minimum purchase is bit steep for my hobby budget atm :-/

it's a discount on future order, so you have to buy full price now and then again in December with a 10% discount...but not off the whole order, only 10% of current order.
So spending 100 pounds now, you will get 10 pounds off the december order, instead of 10% off december order- you could spend 300 pounds and still get only 10 pounds off (if I understood correctly)

As ever, it really entirely depends on whether you were planning to spend in the first place.
If you are? It’s a pretty solid deal, especially in the run up to Christmas.
If not? Well, it’s not awful but perhaps have a think about what you’re ordering and plan ahead.

Depends on where you live, I guess. I wouldn't expect to get much more around here, so 10% sounds okay to me. It just doesn't compare to a straight discount from an independent retailer.
For GW's promotion you have a pretty high minimum spend this month and a required additional purchase the following month, though at least in the latter case you may only pick up something close to your voucher value. It's also a Warhammer+ perk, so if you are interested, you have to add the cost of at least two monthly subscriptions to it. It's GW making you jump through hoops to ensure they benefit from multiple purchases directly from them for the added profit over selling the same items through 3rd parties.
As has been pointed out, under certain conditions it's a reasonable offer. But it's very limited and less easy to benefit from compared to a general discount on GW stuff from independent stores.

Essentially, your next-month purchase has to be smaller than this month's to get 10% off, and the smaller the December order, the more you save on it. The larger your order, the smaller the saving. Which is...uh...an interesting choice.
