I've put together a CSM list using the new codex, but I lack funds right now(college, wtf?), so I looked through my collection to see what I have that could be plausible. And lo and behold, I came upon about 20 Assault Marines. Now my question is, if I painted them in a chaos scheme, added some green stuff and some chaos looking pieces, could I pass them off as raptors? Justifying it fluff-wise is easy, but would gamers have a problem facing off against them?

I don't see anyone having a problem with that.
people usually only hate it when someone trys to use a squad of night goblin archers as guants and that kinda thing!
I use plague marines with the old metal marine jumppacks as my raptors all the time and no ones ever had a problem with it...

No problem at all. Dudes in power armor with jump packs and apprpriate weapons are certainly rep. Chaos bitz and a color scheme to match the rest of your army seal the deal.

I don't even think you need any spikes. Just a defensible color scheme and you should be golden.

I had a idea once...
(probabily not that original, i saw a awesome eldar army with Slaanesh corruption modeled everywhere)

To have a tau army who have been listening to the chaos blood god...
they were to fight for the 'greater bad'...

I didn't think it through too much, but I just meant using swooping hawks modeled with spikes being used as raptors. I didn't think about the rest of the army. CSM probably wouldn't fight alongside eldar I would think.So probably a fallen eldar worldcraft or something with chaos rules.
I might have yet another project on my hands.

Swooping Hawk models used as Raptors would be tough. The biggest issue is the weapons. In any conversion army you want the weapons to match up and be consistent, and it would be extremely difficult to convert those guys to be wielding bolt pistols and close combat weapons.

Exactly the point I was going to make.

The new codex isn't just about CSM. It's about Traitor SM, as well.
Are they painted? If not, paint them up... Heck, paint them loyalist, if you want.
Once painted, put a big red "X" across their chapter insignia and you're set.

Before painting, take a file or your modelling knife to the Imperial symbols.

You're all set.
With proper modelling and/or painting, I can't forsee anyone reasonably having a problem with that.
Even WITHOUT said modelling/painting, only the most anal players or biggest jerks would take issue.


Regarding Swooping Hawks... One day....

One day I will have a unit of Slaaneshi Raptors that will be represented by converted and appropriately painted Swooping Hawks.
They will be kewl.
