Depends on the character of the army. In my case, I put none on the Kriegmarines, as they were high-tech, sleek mechanised soldiers, while my new Rose Order Space Marine army has 3-5 per model, as benefits their scholarly, monk-based background.

I like purity seals... I don't go overboard, but I think some of the more venerable models benefit from a few scattered about different bits of gear. I just made some GS press-molds of my new FW seals, and they look great on my Terminators and other special guys.

Adrift within the vortex of my imagination.

I deskull marines of all skulls except Crux Terminatus and the one token skull on a chaplain or one Adeptus mechanicus symbol per Techmarine. I de-purity seal most marines but leave the odd one or two on some officers and dont add any except on my Librarian, who is purity tested more regularly.

Depends on the character your representing. Many of the seals represent service in certain campaigns and a marine who's particularly proud might want to keep all of them.

The problem is some people just lavish them on purely to add character to an otherwise dull model. But if they've made that choice based on the background of the model I see no problem.

If you look at the golden demon winning squads each model itself has their own individual character, that's I guess what people are trying to achieve, it just looks a little cheap when the only thing they do towards that end is add purity seals.

I'd say 4 at the absolute maximum for an infantry model.
I'd say one or two for basic troopers, two or three for sargeants, etc.

A dread or vehicle, that is another matter.

I only put extras(ie. ones that aren't part of the original model) on if I need to cover up a conversion mistake I made removing other parts(the head on my Company Master being an example) or to cover up small details I don't bother with dremeling off.

You have too many when you can't see all the skulls or rivets on the model! To quote Chris Borer, "Skulls! Skulls for everyone! And, in the dark future, apparently they've forgotten how to weld."

You can always add the purity seal maybe to each indvidual model as he is used... Maybe he is the last model to withstand a horde tide,(give him a purity seal) or maybe that one model that was able to best the opponents champion, or any other great outstanding feat..... I think to give them the seal after they have been battle tested on the table. That way when someone asks why that guys has whatever amount, you will effectively have background stories for them
