Marked units do not act as deep strike beacons. Only ones with icons which is what I would assume the icon is for.
At that low points level more bodies is better than more upgrades.
I would drop both squads down to 8, lose the plasma guns and the plasma pistols, lose the havoc launcher and the combi melta from the rhinos. I would also drop the two sonic blasters as they really don't add much.
Put a melta in the csm squad(fires every turn instead of the combi that goes only once).
Use the points gained from dropping the upgrades to get another squad of zerkers in a rhino. All those upgrades should free up about 160 ish points which could be
6 zerkers in a rhino
or 5 noise marines in a rhino with SB
or 7 CSM + meltagun in a rhino
depending on what kind of armies you expect to encounter. All three options put another transport on the board and thus gives all of your units a better chance of making it across the table. You could also drop one oblit to kit out the new squad to 8 ish with champ and fist as 3 oblits at this level should do ok as well.
All of this depends on your ability to swap some models, but more bodies is really the key. With only 32 models you are very vulnerable to losing a lot to a lucky scatter etc.
For example if I run my list at 1250 i have:
2 DPs(one MoS lash, one MoN Warptime)
3 x 8 csm with mg, Iocg, fist
8 zerkers or noise marines, champ with fist
38 models, but my troops are all protected by rhinos, and I have two four wound DPs taking the heat off the rhinos and the troops. They all arrive at basically the same time and support each other ... your list has pockets of these guys sit and shoot, these guys go forward .. it will be very easy for your opponent to focus their entire army on just one or two of your squads at a time.
