The Psycannon Bolts vehicle upgrade only applies to Stormbolters and Heavy Bolters, so no, Hurricane-pattern bolters cannot benefit from this upgrade.

Meh some combat options are/are not avail due to balance reasons. Some things ARE really good... overly so. If you ask to take some option not normally allowed then be prepared for the same in return...

Too bad the Psycannon Bolts vehicle upgrade is for Grey Knight vehicles only and can't be used on the Inquisitorial Land Raider Prometheus.
