Why are they masking off the location where the bastion is going to go?

So they don't glue flock or paint onto those bits when they decorate the board, the fortress and buildings are painted separately (and perhaps even by other people/at the same time) for ease. Then when they attach those buildings they will be gluing them directly to the plastic board itself which makes for a stronger join. Then they paint and tidy the edges and join.
