DE need a revamp mainly with 3/4 of the units are craptastic in the codex and leads to really 2 types of army builds for the army. I would like to see some more variety in the list much like how Orks and Eldar work now.
Necrons need it though before DE mainly due to 5th edition assaults killing the army.
IG need it because they are a 3rd edition codex that needs now rules with 5th edition in mind. (not to mention Uskar Creed is virtually worthless with the master strategist ability obsolete).
Tau need some help with their rules also designed with 4th edition in mind or they could simply do like they did with DE and DA in 3rd just some quick rules changes.

1. Dark Eldar (Non-imperium, non-MEQ been AGES since GW did anything good with them)
2. Necrons (MEQ)
3. Imperial Guard (imperium, non-MEQ)
4. Space Wolves

I'm relatively (less than a year) new to the game. So I'm not going to claim that my guard need a new codex more than anyone else... but I do think we badly need one. 1/3 of the stock scenarios might as well be an auto-loss for us (HOW many kill points does your average Guard army offer up, anyway?). The other 2/3 involve mobility, what with siezing objectives and such... which isnt exactly the Guard's strong point either.
Meh, maybe I'm just grousing after too many excessively hard fights since 5th came out.

I'd like to throw in my vote for Dark Eldar as well. As someone already mentioned the viable lists out there are pretty much cookie cutter and the army suffers from win big or lose horribly syndrome. Lets not even mention the 27+d6 inch charge that wyches are capable of, NOT counting deployment.
I haven't played, or played against, Necrons in 5th yet so couldn't say anything about em.
If Space Wolf players are tired of their codex, they can "update" to the new codex coming out in the meantime...so that one can wait.
I'd really like to see IG get a new codex as well. Kill points hoses them. I don't believe the objectives missions screw them though. All of the gun line IG players are going to have to adjust to a more mobile game or be left behind.
Lastly, unless GW plans on updating the codex within the first year of 5th editions release, they really should FAQ every army completely up to 5th. There's armies out there that are paying points for abilities or gear that do NOTHING now. Quick example, Dante. Master crafter melee wpn on a guy that gives himself preferred enemy? And they say the BA codex was written with 5th in mind...

Well, according to the rumour-mill, our '09 releases are Guard, Dark Eldar, Space Wolves and Apocalypse-Planetstrike (in no particular order) so Necrons and Inquisition will have to wait until at least 2010.
Tau and DH desperately need a good FAQ to tide them over.
But what bets that we'll get updated Black Templar, Dark Angel and Blood Angel codices in a desperate attempt to drag Marines back into line first??

Blood Angels don't need it. Dark Angels got hit by the nerf bat so hard that they could definitely use a bump. Templars, I couldn't say personally.

Ditto this. Eldar and Nids have workable codexes. DE and IG need major refits to their rules to make them effective in V5-especially with KPs murdering guard lists.
However I only include DE if they are buffed and again made uber killy. Any rarely seen, rarely loved dex should be uber killy (and no I don't have a DE force).
I would support necrons if they are updated to equal status but also given new minis/fluff (I am thinking faction options, mayhaps even renegades necrons).

If it is anything like 4th edition, when the new Space Marine Codex was released, the other marine chapters were updated with a FAQ at the same time to bring them in line.

The exception to all of the marine lists changing is the Space Wolves. They did not get a lot of the benefits from the 4th edition Space Marine codex that the other marine armies received. Ironically, they were updated the least, and yet they are the last to get a new codex. For example: Everyone's librarian changed for the better when the new SM codex came out, but the SW players were not only stuck with their Rune Priest with one power (storm caller), but the new SM Librarian came stocked with equipment (Force Weapon, Psychic Hood), that the Rune Preist has to pay a ton of points to get.

Don't we already know the Space Wolves are slated to be coming up shortly after the regular Marine 'dex? I thought there were some release schedules floating around showing it on the board.
As much as I'd like them to redo a Guard codex next, I don't necessarily think they're the most deserving, but from the rumors I've heard, it sounds like they're going to be coming up pretty soon.
As far as who needs it - probably Necrons, DE (at least just as an excuse to put out new models!), DA (but then GW hates DA as much or more than the T-Sons, so I don't expect much out of that).
Who I want to see the most? Either an Alien Hunters codex or a unified Inquisition Codex. They've been talking about AH for a long time now - I wish they'd get it over with and put something out so we can start complaining about it.

I classify what needs to be redone with a simple 3 point scheme:
1: How broken the rules are
2: How competitive the army is.
3: How dated the models are.
Personally I WANT to see Guard done the most, and we are in DESPERATE need of it, but honestly, not the most desperate need. Rules aren't 'broken', models are still ace.
Tau and Nids I feel are rather deserving, because some of their rules are just borked up. But they're passable enough. And again, perfectly fine models.
DE needs it bad, probably the most. But, honestly, as vocal as the tiny minority of DE players are, they're still a tiny minority. (I think this is the position GW has adopted too, I'm sorry to see).
Necrons need it too, but not so much. I think Necrons are far more viable in 5thed than people think, it's just most Necron players haven't yet been able to adapt to the changes as well. But I could be talking out my ass here, feel free to call me on that. Though they do need a model update, I feel.
But WH and DH need it the absolute worst.
Not only are they not competitive, they've both got a good number of rules and special abilities that are either obsolete or TOTALLY useless. DH have an entire armoury of utterly useless and pointless wargear. They both use allies rules (Which I persoanlly love, but are very passe in the current trend). Their stuff is WAY overcosted and uses old rules (Anyone actually USE the "Assault *coughheavyboltercough* Cannon"?). And their models are ok, but SO old and static. And the only pastics in the whole damn range are vehicles (Even then, alot of their vehicles are hybrids.). Really now! Not just one, but TWO all metal armies. Who wants to bother with that hassle?
Easy fix too, really. Merge them together (cake, since they share most of the same entries, and DH don't even HAVE FA choices, really). Switch a few things up. Shove a Death Watch Killteam in there (copy and paste the Sternguard Vets entry from the SM codex)with optional Librarian and/or Ordo Xenos gear for the Inquisitor Lords(just steal stuff from Codex:Eldar, Orks, and Tau), presto! Codex: Inquisition. Everyone bitching about DH, WH, and the ever elusive Alien Hunters is suddenly happy as clams for another 3 editions. And you didn't even need to come up with anything NEW. You could do this with a 'design team' from the SALES department.
Man that'd rock too. Fits perfectly with their "plug-n-play" style of late. It's almost the exact same thing they did for Chaos, except Inquisition players WANT GW to make this change. As opposed to our tentacle-inclined brothers who are still sulking ontop of their dedicated Legion armies...

Even though I'm a Tau player, I don't think there is anything important in the current codex that can't be fixed by a decent FAQ.
(One thing's for certain, there's no way I'm going to buy a third Tau codex in 5 years.)
In addition to AlexCage's three rules, I propose a 4th.
4. It is an Imperial army? Then don't bother until you've done a non-Imperial army.
This is simply because the game is already swarming with Imperial armies that increasingly strain for differentiating special rules to justify their existence (and models.)
I just don't see the need for 5 variant SM codexes, several variant quasi-SM codexes (SoBs, GKs, Daemonhunters) and some mixed SM/IG variant codexes (Inquisition, Alien Hunters, etc.)
Some of these armies are genuinely interesting and have flavour, others are really just an excuse to push out some different models. Nothing wrong with that except when it gets in the way of well thought out enemy codexes.
Granted, I'm biased. And probably a heretic. And definitely a Xeno.

I guess I don't completely buy the idea that Dark Eldar are such a waste of resources, played only by a tiny handful of players.
I don't have any sales data, but in the years I've been playing, DE were no less popular than orks until the new Ork codex, and Orks are one of the big armies. DE got a bum deal, there's no doubt about it. Their big release was at the beginning of 3rd, when codexes were coming out every month or so it seemed. Outside of a revision in 2000, they haven't gotten any new rules since them. Even when other armies were getting new models between codices, DEs got nothing.
Now, there's no excuse for poor performace. DE had poor models from the beginning, and rules that got dates really quickly. The army was never the immediate success with the community that Tau were, but it's not like DE have always been a drastically minor army.
So, it's a pretty accepted fact that DE need a redo, however they've needed a redo since 4th edition, perhaps instead of Codex: Black Templar (Arguably the least necessary MEQ codex on record). However, that doesn't necessarily mean they're the most urgent codex for 5th....
