The armies with 3rd edition codexi are what? IG, Dark Eldar, Space Wolves, Daemon Hunters, Witch Hunters? Did I miss anyone?
Of these, rules-wise, which is in the most need of an update?
The DH and WH seem to be the most full of strange wargear and special rules, the fact they're my favorites has nothing to do with that assessment.

... I don't see how IG would change much. They would still be IG just with the same models and rules. Maybe get a refit like the Spase Marinez are getting.
... so I would say Dark Eldar, making them the 40k Wood Elves. Everybody is playing Wood Elves these days.

They need to FAQ all the abilities that have been rendered useless by the 5e rules.
E.G. Thornback biomorph which counts towards the outnumber in CC score...
I'm sure there are loads of others in other Codices.

Given the number of modern SM codexes available already, it certainly should not be a Spase Marienz/esque army.
DE or Nekkies should get it, on the basis that they both could use some loving in the models department as well as rules.

Dark Eldar need to be redone in toto and relaunched, but that level of effort is simply not justified for an army with such anemic reception after so many years of neglect. Better to leave them to wither away.
Inquisition is a total mess, with two Chambers Militant and a host of Allies rules, but at least it's interesting. Inquisition will at least deserve a Codex by the end of 5th, when the rest of things are more setttled.
Woofs & Necrons are only in need of rules cleanup, but are MEQs, so can sit on the back burner until tne non- MEQs are completed. Besides, Woofs are the red-headed stepchildren / ginges of the SM, so they won't have any positive expectation.
That just leaves Bugs & Guard. Bugs have a broad and modern models range, and only really need rules cleanup for the most part.
Guard, OTOH still has Doctrines, so this needs to be taken away ASAP, lest the small-minded clamor for their return of Traits / Legions / Craftworlds. Tho doing so exposes that the base Codex is severely flawed in design and balance. But Guard has considerable momentum and interest from Apocalypse. And the model range doesn't need too much revision.
So I vote for Guard.

BTW, the fact that Guard is my largest army with an old Codex should have no bearing on the commentary above.

BTW, the fact that Guard is my largest army with an old Codex should have no bearing on the commentary above.
I personally resent that last comment for allowing an army to die after watching a friend of mine have 2 of his armies die ( LatD and 13th Company). Mostly as a DE player I dont want to lose an army I have heavily invested in.

Necrons are a joke in 5th. I2 means if you so much as get touched by anything stronger than gaunt in CCW, you are fleeing and being run down (why are robots not fearless again?). Couple that with the fact that the only means of destroying a tank anymore lies in 6 heavy destroyers, at a minimum, which means Monoliths have to be skipped. Warriors are a complete joke now and simply dead weight. Pariahs, Flayed Ones, Wraiths, Tomb Spiders, and even Warriors are all just awful for their points vs utility. So of the whopping 13 unit choices Necrons have, you really only have 1 unit per FOC anymore. The only list that had limited success was the mass scarab list that stelek posted.
DE are still viable, but everything they have is archaic. I would still like to see DE get a codex before necrons. It still bothers me to see SM get one first.

Necrons need the rules facelift the most. Their army is simply dreadful, especially in 5th edition. A new Codex should take a page (or twenty) from the Epic Necron army, which I've heard all sorts of great things about.
Space Wolves are a mess, what with their mini-codex, but they work okay.
Dark Eldar have decent enough rules, but they need a new miniature line like nobody's business.

Not that I'm saying I wouldn't like to see a Necron Codex, but I think you are REALLY exaggerating their problems. I was worried about my Monoliths being pushed aside for Heavy Destroyers out of a need for anti-tank, but I've come to find the str 9 ap 1 Ordnance is quite capable of filling my role of anti-tank. I've been taking out everything from Ork Trucks to a Chaos Land Raider with it.
Warriors? Sure, striking last in HtH sucks, but they're still MEQs. Pretty tough buggers. Being charged has never been a good thing, but it's never been the guarantied death of all Necrons involved that some like to make it out to be. And if they don't break me, they suffer for it as I pull the squad out and light them up. If they do, well, I still light them up with everything that was nearby, and is now in Rapid Fire range.
And while yes Pariahs suck, I still protest on the Flayed Ones. They can be a very nice HtH unit when deployed and supported properly.
All in all, I've been winning more games than I've been losing.

Dark Eldar need new models, not new rules. Their codex still works in 5th edition, but you can make the argument that the rules in general are just getting stale and old, and that half of the units are junk and need an overhaul..
Space Wolves suffered through all of 4th edition totally gimped. They did ok only as a drop pod army, but once people figured those out they were done. In 5th edition the addition of the “run” rule, the durability of Land Raiders, and the fact that you can’t remove casualties so that powerfists do not get to swing helps them out a little bit.
Necrons I would guess are the ones that are hurting. Their only troops are warriors, and they operate as a short range shooting army that can’t get into assault. They worked in 4th edition because they could stay in combat and then the next turn teleport out. They way assault works in 5th, they end up losing combat by a lot, and breaking and getting run down. Add to it that turbo boosting scarab swarms could use a nerfing too.
Witch Hunters are fine. They even got better in 5th. They, like the Necrons, operate as a short range shooting army, but they have the Book of St. Lucius to keep them in combat, and faith points.
Demon Hunters on the other hand are a mess. They have half of there wargear and special rules dedicated to fighting demons, and the demon codex made all of it obsolete. Also they are also using assault cannons which are just strength 6 heavy bolters.
So I would say Demon Hunters and Necrons need it the most.

DE are still a viable codex, surprisingly after years of neglect. But they are in need of an update if for no other reason than an excuse to get new models.
The most uncompetitive codex right now is Necrons. They need the update the most out of any other codex in current production

While SW need an update as well, since we are getting a brand new generic SM codex, I am willing to bet that the SW codex can wait a awhile longer. Its not so hard to use that codex until they get one of their own, as I imagine many will be doing anyways since the codex is rumoured to be so good.

GW, please don't redo Gaurd or Space wolves codexes ever, I like playing with the codexes as is, and quite frankly I think you will completely screw them up, you will take my choice away from my all infiltrating guard army of doom, and you will make my space wolves hard as nails and take away the reason why I play them, the fact that they are the only marine army it feels a bit of an accomplishment to play and win with.
Please just leave them alone.
