I believe the rules specifically say you can't claim a cover save from terrain on your base.
Somewhere.

Anuvver fing - when they do sumfing, they try to make it look like somfink else to confuse everybody. When one of them wants to lord it over the uvvers, 'e says "I'm very speshul so'z you gotta worship me", or "I know summink wot you lot don't know, so yer better lissen good". Da funny fing is, arf of 'em believe it and da over arf don't, so 'e 'as to hit 'em all anyway or run fer it. |

They probably don't, as it's something daft enough to really not need ruling!

And it's not just this nameless person at fault. In my time, I have seem some real chin scratchers. Like Chip's little girl Daemon prince. Yep, thats right, he though it was funny to use a model of a little girl as his Daemon Prince because, hey, the rules don't state exactly how a Daemon Prince should look (this was using the original 3rd Chaos Codex!).
Well being a fan of FEAR/Silent Hill and other games and movies of that genre I must now come up with a way to create scary little girl daemon prince that might be able to logically sub in for a daemon prince. Scary little girl on 40mm base standing on a mound of corpses?

Yes, it is specified in the rulebook that you ignore the basings for any LOS purposes.
The big thing about lying/crouching a wraithlord is that it will be getting coversaves from other models/terrain tho but its not forbidden in the rules.

That crouching WL will also be giving cover saves against most of what it shoots, because the "eyes" will be right on the ground.

Precisly, thats why you gear it up with a scatter laser(that allows saves anyway) and closecombat stuff.

Although, if the WL's "eyes" are on the ground, and there's a sandbag wall in front of him, I guess he really can't see anything to shoot at.

Yep, that's a fact. You can even go buy one of those stupid GW lazerpointers to check it. But he'll have LOS to exactly jack.

I´m not sure about that because where are the eyes of the wraithlord located? I have never handled a WL mini but checking all the photos of Mr Eggplant face I still can´t imagine where are the eyes.
