if you want a good movie : Arashi no Yoru ni (although it may be a little hard to find), or you could go with the new Hellsing Ultimate OVA series (so far 4 hour long "episodes" are out, with another 4 to go. Basically it recreates the Hellsing story with a slightly different plot.)
As far as series go, I suggest eather Elfen Lied (NOTE: Extremely Graphic), or Wolf's Rain

Visions of Escaflowne is pretty good (though some of the philosophy gets silly, and there're some plot holes).
Neon Genesis Evangelion if you want toe be even more confused than watching FLCL
Samurai Champloo is decent - same people that did CB. Not as good as CB, but not bad.
Ranma 1/2 is just outright hilarious.
One of my favorite series so far is Berserk. The animation is admittedly a little lackluster sometimes, and the music isn't stellar, but the story line is great (even better if you read the comics).
@CaptainLag: Elfen Lied was messed up. Something fierce.
Guys... what part of -short- do you not understand? I mean lots of these are awesome, but 25+ episodes doesn't constitute short. Even Hellsing and Elfen Lied at 13 episodes is borderline at over 6 hours...
If you're into a "short" anime, I'd recommend DMC (Detroit Metal City). It's 13 short episodes (I think also 13 minutes long) about a guy who wanted to be a J-Pop singer (and loves the happy-go-lucky female singers and all that) with a kiddy haircut that bids farewell to his loving mother and goes to Tokyo by train (while listening to his favorite singer) and thinking about what kind of band he'll start after he graduates from music school.
He certainly didn't expect to become Kaiser the II, lead singer and guitar player of the infamous 3-man band known as Detroit Metal City, known for raping the Tokyo Tower (and it/she liking it), his first words after being born (uncertain if before or after he murdered the mid-wife) were "KILL ME", he murdered and, erm, also disgraced his parents' bodies when he was a kid.
In his "own" words, "If it wasn't for music I'd be just another mindless serial killer".
It's really a great anime, too short in my opinion. Don't be fooled by the odd character design and animation, it's out of this world for the "I CAN'T BELIEVE HE JUST DID THAT" factor.
Other than that, yeah, Cowboy Bebop is a 26 episodes, 22 minutes series that has awesome soundtrack and animation (and story-telling in my opinion).
Berserk is another great series, but it's not for everyone. The old (but still looking good) animation and drawing (as well as the "dark" setting") might put some away, but it's a favorite of mine.
FLCL and Golden Boy are simply awesome. The Hellsing series (not the OVAS) do a *"#$ job at portraying the awesomness of everyone's favourite vampire.
Spice and Wolf is a light series from a novel that's mildly interesting to watch. Jouosei (can't really remember it), about two white-haired brothers that are exiled to a harsh, Catachan-like deathworld, and must survive at all costs, is also nice.
Movies: Patlabor are all great movies (I must re-watch them) as is the first GITS movie, also Metropolis (adapted from Fritz Lang's work), Sword of the Stranger, the Samurai X OVAs, Vampire Hunter D: Bloodlust and any from Myazaki (Gedo Senki : tales of the Earthsea was from his son).
Also, Baccano looks good.
This list is for (mostly) small works. But really, just watch the obscene DMC and see their rise to the greatest metal band in the world. Nothing can describe it!

Blue gender: the movie. Realistic male charactor. Fully cloth, smart, strong female charactor who sounds over 13. Apocolyspe story line. Complete lack of cheesiness.

Zega pain - Matrix+ Flying robots = hit or miss, but if it hits, you're hooked.
Hellsing ultimate- I'm sorry but the KKK fighting Nazi's for the title of biggest biggots while a krazy kool vampire kills EVERYTHING is awsome
Spice and wolf - this one is weird, it's about trade in some pseudo mideval europe countryside... but it is beautiful and elegant.
Jyu Oh Sei - Really cool, but suffered, as evangelion did, from cut out funding and as such the last part of the show is too rushed... still really cool though.
Eyeshield 21- Right... you wanted short... sorry (koff, 140+episodes)

And Mr. Keezus, considering that length is subjective, a 20-30 episode Anime is short. Considering the hulking, godjira like monster animes walking around (Naruto, bleach, eyeshield 21, One piece) I would call a 50-70 episode anime around the medium length range.

Outlaw Star really kicks as. Porbably one of my most favorite of all time.
Gundam is pretty much cool, in whatever way it hits the screen.
Neon Genesis is simply classic
Myfav: One piece. The series is huge as hell (and still going? im not sure atm, but they rereleasing everything in a nice and new dvd design).
Not short but, Starblazers: Quest for Iscandar (24 episodes)Could be argued as the first anime that featured a truly tragic Hero. It helped to pave the path for most modern anime. The Harlock Saga a Wagnerian Anime uses the ship and a clone of the primary character and leads to another early anime Galaxy Express 999. These are short but you'd probably enjoy Starblazers more if you can find it.
As far as recent, ya can't beat the Cowboy Beebop.

my top picks are:
#1.it has to be DEATHNOTE, the best anime i have ever watched, its a touch slow to start but the plot is so good, i have it in japanse, i didnt like the english voices, but it takes my #1
#2. Ghost in the shell, has to be one of the best things ever, i love it to death, have 3 movies of it too, watch everything about it
#3. Jin roh, has to be one of the best movie endings ever, has alot of emotions in it, very powerful
#4. Blood, the last vampire, a good short story, good graphics
Grave of the Fireflies is amazing.
Cowboy Bebop is very entertaining.
Escaflowne is fun, especially if you like steampunk.
Laputa is also steampunky fun.
Full Metal Panic Fumoffu is fantastic, and the serious series Full Metal Panic is quite enjoyable too.

Oh! Read or Die is a tremendously entertaining short anime.
Honestly Jin-Roh is awesome for that one scene. Not to spoil it, but there is a scene of particularly...awesome machine gun violence near the end.

I'll second blood the last vampire as a short movie. it has my favourite sequence of any manga, the bit on the train...
I also really liked 'noir', it's got short episodes but is seven series long. cool sequences, very arty angles and a good story set in france about a pair of female assassins..
While not really anime, it's anime inspired at least;

while the action is more like power rangers, the styles used to film it are great, from using too much light to animations I really liked it.

i can understand your point, but if your buying the DVDs anyway they come in 4 episode discs, perfect for a nights viewing, unless of course you don't want to get dragged into storylines then i can understand my favourites are a mix of both short and long:
Outlaw Star Cowboy Bebop (even if you don't have time for the series just watch the film its how i got introduced)
Gundam Wing (my favourite mecha series ever, i've even got the box sets that come with the Gundams)
Akria Ghost in the Shell (both Stand Alone Complex and the 2 original films)
Appleseed (both new and old)
Trigun (my favourite non-mecha series, Vash is just awesome)
Love Hina (its a guilty pleasure i don't know why i found the series enjoyable)
