Nah, thats not correct. "Private" arms companies tender for contracts to supply military hardware to various governements or military organisations. In many cases a arms manufacturer will design, test and build a rifle or vehicle and simply "offer" it to various countries for use in the field. As such, the design is owned and patented by the OEM (Original Equipment Manufacturer) and the same I.P laws will apply like any other household product. Even in cases like the SCAR project to supply the US SOCOM forces with a new generation of rifle, even though FN won the contract with their design, they still own the design and the I.P to the rifle.

Just because the government spends our tax money on a given product, doesn't strip the OEM of said product of Copyright ownership.
