I want 18 books written. Each book will have 1 legion/chapter. They will each be based off of the know primarchs. I would want GW to open a new publishing wing inside the Black Library. This would give us Official Non-Tourney Rules to use in games. Then there would be a generic Chaos and generic Loyalist book for the tournament scene.
Furthermore, this Official Non Tournament publishing would create books for Ork Clans, Eldar Craft Worlds, and Famous Imperial Guard Regiments.

This would be nice, so long as the non-tourney lists were not so broken as to be unlikely for folks to want to play.

I think Three Codexes is the way to go, one for codex adherent chapters, one for the blood and dark angels (and thier sucessors) and finally one for the other chapters (the less codex ones such as Templars and Wolves, Also gives them the option of including all those 13th founding chapters with funky special rules)

Not going to bother reading what everyone else wrote, because, well, I'm just one of those people, so this might have already been suggested (and god I hope it has). My idea, is marines get one regular codex, just like everyone else. When each craft world, each guard planet, and each chaos legion get their own book, then each chapter should. Equal treatment...strange concept I know.

1 Codex for Marines, 1 Codex for Chaos, 1 Codex for Inquisition, 1 Codex for Gaurd, 1 Codex for Orks, 1 Codex for Eldar, 1 Codex for Dark Eldar, 1 Codex for Tyranids, 1 Codex for Tau, 1 Codex for Demiurg. Please.
10 Codexes. They might actually be able to keep that updated between editions, and look! I even through in an extra race for more sales. Change Demiurg to your race/faction of choice, I put them in as a placeholder.
The dominance of Marines and imperial armies in general makes 40K a very boring game at times. Not at the moment, for me. But in the past, and I expect, in the future.

"Equal treatment" would be horrible, as we'd lose even more options than we already have.
If anything, add a 3rd tier of Codices that only get updated every 3 editions so we can have *more* valid Codex options.
