Who knows? If I had to guess, the justification will be that the EMP blast supercharges the infantry's biological impulses, heightening their reflexes and synaptic responses.

Do they have the Lavithian or Capital Imperialis Mobile Fortress rules in it?
It would seen that they might start with the additions of some more of the big boys harken to the days of Epic.
Other then that this just looks like an excuse to spout off of the jervisified vision, yet again.
out and out, I'm not really impressed when you can easily just do something on your own that would be ten times as easy, such as getting rid of the structured army system, (LOL) and using the standard army list of a standing army, sucha s a Waagh, a Cadre, or and IG regiment.
- first mission would be a recon unit, then have some additional planetary defense forces with some guns. shooting down the attackers, then you fight it out with whatever makes it to the ground.
(WW2 airborne companies style)
How do the super heavys get to the planet without being wiped out? Are there some different drop ships we need to put the rhinos into?
How about some spore drops, Ork Roks,etc.?
I'm really not digging the "new " version of apocalypse.

The reason that the EMP increaes BS of infantry is simple:
Tau attacks IG. Uses EMP. All of those Leman Russ are now WORTHLESS with a BS of 1.
So to compensate the total and complete NERFING of the army, they increase the skill of the remaining defenders to compensate.
Think of it this way: With the EMP providing the penalty and NOT the infantry bonus, do you think your Guard army could beat a Tau force?

Frankly, it really depends on what kind of vehicles you're running. If you're running Mech IG, it'll hurt all those multilasers and HB on your Chimera, it'd be a pain for Hydras, but all of the Hellhound variants are unaffected, and anything with a blast template (which is a good chunk of the IG arsenal) it will make it a little harder to hit, but since you're still hitting 1/3 of the time on your scatter dice anyway, all it's doing is increasing your scatter distance, which is a pain, but since you're talking about a difference of two inches on 3- and 5-inch templates, I don't think it will hurt them as much as you might think. Now, Mech SM? They'd be more significantly effected.

I don't think my mass of Dire avengers would mind if their wave serpent's targeters are blown, especially if they're about to bladestorm with a +1 to their BS... neither will my dragons, reapers, or pathfinders!

Maybe it affects everyone globally, IE, ALL VEHICLES have BS1 for that turn, not just the defenders. Or maybe it gives the defenders BS1 and the attackers +1 BS to hit.
These rumors aren't very clear who or what is affected.

Well doesn't this mean dark eldar are always on the attacking side? as well as that -1 leadership each turn they could really pose a threat to almost any army i might collect them soon then but it might be better to wait for their dex :( which could be another 10 years away
