Actually only Sarpedon can use hell, every librarian has a different power that comes naturally. I am not sure how far you are in the book but it talks about that a coupe times.

I'm with gwar and Co. the 40k universe sucks soo much and slaanesh or worshiping slaanesh is the way to go. eternity of ultimate pleasure vs. life of misery suffering and Apocalypse no choice in my mind! Plus, as grim and dark as the 40k universe is, at least the sisters have a real god they can believe in, and if they have faith they get to go to the afterlife.
