The Emprah declared the Emprah ruler as is only proper since he was the only one with the authority to do it . And, there are still boats...there are many different levels of technology across the Imperium.

As for the Emperor's backstory...his origin isn't clear. Where he came from no one knows but he has always been the Emperor. Here's a wiki link if you're interested. I would take it all with a grain of salt since at any time GW may decide to change the fluff or reveal something substantial about his true origin...

Question what does made through the collective conciousness mean? So he was made purely out of the will/wishes/dreams? of countless human beings? And then born of mortal humans? That makes no sense. Makes almost as much sense as a "virgin birth" so is the emporer a christ figure? Not trying to go off-topic but his origin is somewhat interesting.

Pretty much. The Shamen were the first psykers, and they foresaw the darkness that Chaos would bring if it wasn't stopped. They needed a Champion, so they made a ritual sacrifice. Every Shaman on Earth gathered together and they all took poison. When they died, their spirits combined in the Warp and created the conciousness of the Emperor. He was then born to mortal parents in the year 8000BC. As he grew, he unlocked more of his psychic conciousness. Since Horus struck him down however, the Emperor's life has been sustained by the Golden Throne.

Many "radical" Inquisitors believe that the Golden Throne is only holding him back from resurrection, and that removing him from it would see him reborn again. Personally I believe this theory, as it's hard to believe that the Emperor could survive from -M8 to M41 without dying from an accident or a war or a murder, etc... at least once.
