I'm going with when you can field anything reasonable from the FoC, within a reasonable point range.

For me, that generally means at least two or three of every elite/fast/heavy selection, and at least four of each troop choice - with some exceptions, like guard, where you can top 2000 points in one troop unit.

And it has to be painted...

Where things get challenging is when units can become troops choices. If you look at Orks, I wouldn't think you'd ever need 3 full bikerz mobs, let alone 6 (if you take wazzdakka)

I think a good rule of thumb might be "have as many of each unit as you'd ever reasonably use in a single FOC game"

I mean, I've got better things to do with my money than buy 30 Ogryn or 60 Furies.

Pft, when I lose interest butcher the models for spare parts or sell them.=P I don't pay attention enough to my armies for them to get too extreme in size, but whenever my interest perks I'll add a new Inquisitor or squad made out of spare pieces to it. An armies done when I stick it in a box and go out and have a proper social life for a few monthes before I get back and start green stuffing again. ^^

After 1750 pts, i feel i'm content with my army. except with my IG and DE. You can never have too many guardsmen, and adding the new Dark Eldar models in with the old models is delightful when i see the contrast.

I tend to feel an army is done when you have completely filled all the possible options in the FaC. After that, you are only making small additions, normally purchased during a period when nothing else is being bought.

For example, all my armies fill the open slots for my FaC, the only things I'm looking at getting extra are a few more fire warriors and some (whenever they are) plastic mega nobs.

I think my IG will be done when I can field a 2000 pts. list with a reasonable amount of variety, like a Russ list or artillery list. That would just be complete until my daemons receive some reinforcements, however, and I may venture into Apocalypse after that... might need to give my IG a few Titans before I can call them complete.

Anywhere worth being

My Orks are pretty much done as is - 2500 point list that I like. I'll probably make occasional changes, but I really have no desire to change from a 2500 point army that I can break down for smaller point games.

My Marines are my fluff army. My homebrew chapter has 6 battle companies (one of which has fallen to Chaos), plus a "command company." I want to create 7 different armies to represent each company - probably a 1750 list for each company, maybe 2000 for a few. This project, I fully expect, will take the next 5 years at least.

Eventually, I want a 2000 point IG army, and 2000 point Grey Knight army when they come out with a new codex, but those are on indefinite standby.

I'm thinking it depends. For my SM i want a full battle company with a good range of the support fluff, a few rhinos/razorbacks, a couple of standard land raiders, IF are big on the liking of the Lascannons so....maybe a whirlwind and a couple of Vindicators, the more to besiege you with... A tech-marine and some servitors maybe a second apothecary and then a couple of drop pods, one set for troops the other for a Dreadnought.

Of course that is years and years and two or three codex upgrades worth of collecting there. At least for someone like me who paints yellow marines.

Tough to say really, me personally, is when I've purchased almost every decent troop and am able to craft a full unit out of them. Right now my necrons are tons of warriors, 10 destroyers, 10 immortals, 3 wraiths, 10 flayed ones, 3 heavy destroyers, Nightbringer, 14 scarab swarms, Lord, destroyer lord, Forgeworlds Tomb Stalker and the monolith and to me, this is complete... sorta. I have no need or want to get pariahs since i don't see their value too much... I may pick up 1 more monolith, the deceiver and a few spiders though... oh who am I kidding... I'm never done

Now I'm just taking a break from 'Crons and building 'Nids
