Im laughing at this thought. How to make current Necrons seem ALOT harder to kill, remove Phase out, THEN I could see some people saying that.....maybe. But seriously, Phase out screws them so badly right now. It used to be there to keep them in balance, because when the codex was wrote, they were a really tough army to beat, now its pretty easy to beat them. Infact when I want a really tough challenge when playing 40k, I play my Necrons.
Seriously, your just playing against them wrong if you think they are that OP. As soon as you figure out how to go around the WBB rules, they are a joke

Odds are they wont be, but people are gonna start whining anyway... (See SW, BA, GK and every new codex before them)
Seriously lads, play a game with a Necron player that is at least a decent player, and throw the Phase Out rules in the garbage. Youd be surprised at just how tough they still can be. And I dont think they will be over powered when released at all. I agree, every new codex gets that whine fest. Hell ORKS! had that when 5th first dropped. EVERYONE said they were sooooo OP and blah blah blah, whine and cheese, whine and cheese. But do they say that anymore? Nope. Orks dont suck by any stretch of the imagination, but the point still holds

Necrons may have the potential to be some-what GOOD if used correctly, but certainly not OVER-POWERED. Look at people like dashofpepper, he hasnt lost a game with his crons and if you read his bat reps, it makes perfect sense. He's a great general and as such will win a lot of games, even with a broken codex. I myself have actually only lost one game with my crons, it just takes a lot of careful planning, either that or everyone i've ever played is a complete noob. But you get my point.

Even without Phase Out, Necrons still lack a large amount of tools to deal with the current meta, in addition to everything being overcosted. They still rank in at the worst Codex with or without Phase out.
No issues though, hopefully Necrovember will be good to us.

Necrons used to be hard. Even in 2nd ed with limited choices small point games, they were tough.
3rd ed codex made then a good army, when it came out. Now, 2 editions down the line and a 3rd on the horizon they are as aged as DE were. They are now not only outclassed by armies with updated special rules but they also have to compete with redone codexes where points have been reduced for many things.
Kudos to those who still play them, was planning an army next release but with DA and eldar rumoured, I shall save my cash
