I thought the Empire were the poster boys, although its HE and Skaven in the box. Surely they'd stock Empire and put HE online?

Rough idea:
2 basic troop units - £40 on average.
Plastic HQ choice - £10 or so.
mini rule book - £?
Could go as far as throwing in a codex/armies book with the box so its all you need to start.

Or they do do a big box set like a battleforce but deals in store ie. buy a hq and two troops and a codex and get ££ knocked off the price. so you wouldn't need more space or anything like that.

Every time this comes up, it always gets filled with wishlisting and moves away from the idea of "starter sets"(i.e. "boxes to actually START a player in the game") and towards "it needs to be something with a price break".
I've said my piece on this before, but I'll say it again.
Ideally, if I were in charge I would do this:
A single, $50 box which will be set up competitively with Privateer Press' "Battlegroups".
Set it up pretty much exactly the same way: an alternate version, in plastic, of a well-known character as the "focus" of the box.
To use an example, I'll go with Dark Angels:
"Cleansing of Kallidus"
1x Azrael, Master of the Unforgiven. This would differ to the normal Azrael model as he wouldn't simply be waving his sword in the air like he's lecturing the entirety of the Prayer Hall. He would be full on in hardcore mode, with sword drawn back as if recovering from a strike and his combiplasma aimed straight forwards as he's blasting an Ork's face off.
2x sets of "snapfit" Dark Angels Tactical Marines, ideally a squad of 10 with a plasma gun and heavy bolter as the weapon choices--again, snapfit.
1x snapfit Dreadnought with a Plasma Cannon and dreadnought CCW configured as a 'claw' and with decoration and insignia on the Dreadnought matching a Dark Angels Dreadnought.
Now, is that a lot in there?
Yeah. But with the right setup--namely: a booklet included(which will have a written army list, all the relevant wargear, etc) that tells you that this is not the best army but it is what was present at this particular "historical battle" and telling you that this was something like "Azrael's personal battle contingent when he deploys against Orks", you get something completely different.

Starter sets... one that is playable....
Pros and Cons.
Pros: You get to play with a legal force.
Con: Less stack able for multiple boxes due to duplicate choices esp HQ.
I rather get the current type of battle force any day. As an army booster.

even i know im going to recive flak for saying this for most of the 40k armies all the battle forces except three could use modifing of thier contents, really idc. when i got the chaos marine battle force i got what i needed in that box i got more than enough bits to create a somewhat standard hq unit for my army. Gw could stand to listen to thier public, but what are you going to do have another exodus from the game like when fincast got released, if gw did make starter packs they'll most likely be twice the price than a battle force, heck i even found the daemonsspearhead box out on a certain online store i might consider buying it since it comes with pretty much one of everything

Thinking from GW's perspective any boxset that includes written material is a cost sink. Books costs more than plastic.
Even allowing for GW's crazy pricing the starter sets are a genuine loss leader. I think they do a good job with them.
Now as to the factor of getting a workable starter army, codex ready. That can be sdone by odffering package deals either in store or online.
So if you order the SM package deal you get a battleforce, a commander and other stuff to give 'tactical punch' the SM codex and a tactical flyer sheet telling you what you have with a recommended loadout from the models provided.
In fact GW could do a lot worse than getting rid of battleforces altogether. Having less types of stock is a bonus to them. If someone comes in they can ask for or be offered a 'battleforce' which is a set deal at a set discount.
Think of this like the Set Menu at your local takeaway. One set of items, one price, with a measure of discount.
The advantage if this is that you can have multiple Battleforces. First a basic battleforce of HQ and 2x Troops plus something else, retailing at roughly the same price as the current battleforces. After that you get a number of megaforces which are varied and tactically tailored to do different things: So take SM as the ubiquitous example you could pay for a 'Battle Brothers' battleforce which is say a Chaplain, Sternguard veterans, 3x full tactical, sniper scouts, 2x devastators. An 'Armoured Strike' battleforce has a Librarian, Techmarine, 3x combat squads, three Razorbacks, Scout bike squad, Whirlwind and Vindicator. Finally an 'And they Shall Know No Fear' battleforce of Terminator Captain, Terminators, Assault Terminators, 2x tactical squads, 2x Drop pods, Land Raider.
Now the above loadouts are just a suggestion, I havent thought about getting the example correct, just indicative. Here we have three Space Marine armies, a fully mechanised army, an infantry gunline and an elite strikeforce. The main battleforce come with a complementary contents list and tactical flyer, (by someone who knows what they are talking about, not a monkey trying to pass off every unit as 'the uber'). Stuff ordered mail order is provided 'OEM' in a packaging box suitable size for large gifts for a general saving on packaging. What GW then does is plug the product with studio pictures of various set armies and what you can make from them in White Dwarf and in store.

I think what GW could do is to offer 'start an army' deals, which would include Battleforce, single HQ and Codex at some discount.

Necrons always had the best deals.
Their original £40-£60 (depending on GW's inflation at the time) had 28 Warriors, 7 Scarab bases and 3 Destroyers.
Their mega force Phalanx was easily the best GW ever done, 48 Warriors, 12 Scarab bases, 6 Destroyers, Lord and Monolith and my local had it for £99 so I think it must've retailed at £110.

The Megaforces did not include a Codex. That was the army box, released when the army was updated.
