I have but a simple request:
Imperial Guard Infantry Squad Commissars with the ability to take a Power Fist, they can have Power Fists in Command Squads but not the infantry.

I just really want to use this model

Look how cool that is! Screaming rhetoric and reading out of what I can only assume is the Imperial Infantryman's Uplifting Primer.
I could just use him as a Lord Commissar but as someone else already pointed out they're IC's who are double the points and can get picked off pretty easy.

No, we have Looted Wagons, which have one unitary profile, and suck.

What I want back is the Heavy Support option that said "You may take one vehicle worth 50+ points or up to three vehicles worth less than 50 points each from another Codex as a single Heavy Support choice". They dropped to BS2, had a 'Breakdown' rule and could only take Ork upgrades, but it was still a much, much better option than the crappy Looted Wagon.

Rules for Cypher, because he's got an awesome model but you can really only use him as a Chaos Lord or something. Also Fallen as elites in the Chaos army book.

A lot of this stuff is in IA, but it's also stuff that, given the chance, we would want added to the standard codexes.

I'd like to add MadBoyz back into the ork codex.

Troops choice, can only be taken if you take a wierdboy/warphead in HQ. Otherwise it's a standard boyz mob with the following rules:

At the beginning of every turn, roll a D6 to see what the madness they suffer from (usual roll a d6 kind of table here, 5 buffs, 6 is an uber-buff (like they become infused with Waaagh! energy and gain fleet and a decent combat buff), roll of a 1 hampers the unit (like they become depressed/distracted/catatonic and always move as if in difficult terrain))

guants to have higher composition in standard battles. 180 sounds a lot but in fiction nids are suposed have billions upon billions but I think the maximum is 180. 10-30 screw that 10-50 would at least have something close to a swarm.

For those whovians out there, I something planned.

Something big.
