Troops that I can call Troops, that are actually survivable enough to exist outside of a transport and are also able to actually do something besides sitting there with a grav platform, taking potshots at whatever takes their fancy but ultimately doing feth all and dying to a stiff breeze.

 You're describing my DE army. I used Deathjesters both for Trueborn and Scourges. And a converted Wraithlord with two torsos and four arms for my Chronus/Talos. Rememer also that Venoms were originally a transport for Harlies in the Citadel Journal experimental list back in 3rd edition.

IA11 Eldar Corsair. They are BS4 and also dedicated transports, at only slightly higher price.

I want Carnifexes for my orks. That would fix soo many problems at once, and us orks get a monstrous creature that can smash everything.
That, or Pedro Cantor. +1 Attack Bubble for orks is vicious.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
