The scale is off but the Micro Ops line does several of the vehicles and characters. I think they are 15mm figures so they look tiny next to the 28mm Heroic of 40k. Micro-Ops also has some neat terrain from the games.
I think the fminis from Halo: The Interactive Strategy Game are better sizewise, but you'd need a lot of the sets. 1 Master Chief, 3 Spartan II, 3 UNSC Marines vs 3 Grunts, The Arbiter 2 Elites and 2 Brutes is what you got in each set. The added bonus of the sets though was the buildable terrain board thing that came in it. I use my set to make outposts for 40k games.

As far as armor upgrades go, it would depend on both the model (ie. IV or V) and varient, such as EVA, CQB, standard, or Gunghir to name a few.

I'm a big Halo fan, and I've actually named my unit of stormboyz "da Helljumaz" they even sing the cadence in my fluff. I'll keep watching this, definitely interesting.

As far as the Assault Rifle goes, here is a bit of my knowledge.
I remember reading that the IG's Flak Armor (the worst armor in the game outside the Orks) in modern setting could stop the equivalent of a .50 cal shot. However we all know, a bolter shell pretty much dwarfs anything we have today. And I remember reading from the Halo books that the MA5B shot what was around a .50 round (it really did kick ass). So if the las-gun can't pierce Flak Armor, it's assumed it has a weaker AP than a .50 cal round in this situation. The las-gun also can't pierce Ork armor, or anything really. The MA5B has, however, pierced MJOLNIR armor with good shots (really, the armor doesn't stop crap. It relys too much on it's shields. That should be reflected imo) which I equate to PA and it also pierces the Elites Armor which I relate to Carapace. Las-gun does none of that. However, the lasgun does seem stronger against unarmored targets as it's shown that a las-gun can do REALLY bad damage against a human.
So if a Lasgun is Str 3 Ap-, if going off of pure fluff to me the MA5B would be Str 3 Ap 4 (or a slightly weaker Hot-Shot Lasgun). But, for balance reasons, I would make it Str 3 Ap 6 or 5 (to show the round just barely can't pierce flak armor, but can still punch threw most light armor. Use 5 if you wan't to make it better in that regard).
But it really is a hard comparison, as 40k is so OTT that it's just not comparable to anything easily.
That's just what I come up with from reading ALL the Halo books, the games, and being a major fluff and weapons person from 40k and Halo.

The Magnum PISTOL fired a .50cal PISTOL ammo.
The Vulcan on a Warthog fired .50cal rounds.
A pistol round has a significantly lower velocity and a hugely lower penetration rating than a .50cal rifle round.
The Assault Rifle is probably equal to an AK47, which is the same as a Lasgun.

I knew about the Pistol (which is honestly overkill if you ask me haha) and the Warthog's Vulcan, but I didn't know the MA5B was low a caliber (well, in comparison). Weird. Result is still the same however, the 7.62 is still a hard ass round

However - it's Autoguns (basically modern assault rifles) and Lasguns, are basically equivalent (if a lower rate of fire, and shorter accurate range)
Hence I think, Range - 18", Str3, Ap-, Assault 3 is the logical statline for it.
