The only good people aren't named characters. They're either grunts or civilians with good intentions, just trying to live in a universe gone insane.

40K doesn't have good and evil, just different races with conflicting ideals.

Heresy wise:

Loken, Garro, Tarvitz and handful of other marines that stood up to Horus at the beginning were the best of the best.

Evil: Emperor, Lorgar and Horus. In that order.

Modern day: ... no one is good. Instead there are just a bunch of people jockeying to see who can be the worst amongst them.

Ciaphas Cain could be considered a rather humane/good character in the wh40k universe

Most evil? Lotsa characters vying for the top spot on that poll don't even know where to begin honestly

There aren't really 'good guys' or 'bad guys' in 40k; there are 'bad guys' and 'good guys who have had to make so many compromises to survive the bad guys that they might as well be bad guys'. I find it's easier to distinguish on the level of individuals than on the level of factions, though, there are definitely 'good' characters out there (Tu'shan's the most commonly-quoted one).

Sebastian Thor seemed to be pretty good. Even at his sham trial, that was set up to get rid of him. They couldn't find anything bad to pin on him, and it ended up with him being offered the job of Ecclesiarch instead... That's pretty damn good.

I would say any purifier, in terms of having pure souls, would have to fall under good.

Good: orkz

bad: humies

Good: Ghazzy because he just wants the galaxy to fight itself, this in turn will make the most populous race in the galaxy happy. It would also fulfill their primary reason for being created. FIGHTIN AN WINNIN!

Good: Tu'shan

Bad: Honsou

Ugly: ABBAdon

Weird: Fulgrim

Incorrect. While they are led by a sentient being with the hive Mind, their drive is hunger, not malice. They also don't go after the population of a planet intentionally, just the planet itself.

They're neutral. Other races are just getting in the way of their buffet.

Looking at things from a perspective of the IoM.

Good: Heroes such as Ibram Gaunt, Cain, and Calgar.

Bad: Anything Chaos.
