...That's because it is.
There aren't really 'good guys' or 'bad guys' in 40k; there are 'bad guys' and 'good guys who have had to make so many compromises to survive the bad guys that they might as well be bad guys'. I find it's easier to distinguish on the level of individuals than on the level of factions, though, there are definitely 'good' characters out there (Tu'shan's the most commonly-quoted one).

Sebastian Thor seemed to be pretty good. Even at his sham trial, that was set up to get rid of him. They couldn't find anything bad to pin on him, and it ended up with him being offered the job of Ecclesiarch instead... That's pretty damn good.

Incorrect. While they are led by a sentient being with the hive Mind, their drive is hunger, not malice. They also don't go after the population of a planet intentionally, just the planet itself.
They're neutral. Other races are just getting in the way of their buffet.
