The biggest obstacle for me is time. I dislike paying for people to paint my stuff, so anything too large would just end up taking me too long to paint.
However, if time was no obstacle either, matching pre and post heresy Salamanders forces. The full post Heresy chapter with fun conversions for the first company with drake cloaks draped all over them, then a matching, equally sized pre Heresy force.

I'd go with an entire WAAAAGH!!! Thousands of boyz, hundreds of vehicles, dozens of Stompaz and super-heavies, and a couple of looted Imperial Titans at the core. Then I would start scratch-building Gargants and Mega-Gargants.

Some form of really weird army that spams models that you do not see a lot. Perhaps Daemons with a lot of furies or Nurglings. I don't know something Nurgley, or just an expansion of my Necrons/ Dark Angels.

CRASSUS ARMOURED ASSAULT TRANSPORT!
|
A regiment of Steel Legion with a full complement of tanks and artillery and a WAAAGH! of Orks, filled with looted armor, Gargants, the works. I wanna recreate some Armageddon battles.
I can get my army though, eventually, what I want beyond those forces is the battlefield. A gorgeous trenched-up battlefield/diorama straight out of a White Dwarf centerpiece. I want the field I put my army down on to look FANTASTIC, and just bring it all to its full glorious potential.

if money was no object, then it would be 100% digital. there would be no physical debit/credit cards or cash of anykind. you *might* have a barcode tatoo someplace...but one could argue that a tattoo could be considered a physical object (albeit a 2 dimensoinal one) and therefore also not present.
maybe in a startrek verse... but then there would be no GW as GW only exists to take in money, digital or otherwise. but if a simaler company DID happen to exist, then you could just go in and say..."give me 30 spess mehreene boxes.." and not have to pay anything, because money is not an object.

A Tau Air Caste Carde.
No idea how this would work on a force org chart but i was thinking something like this:
1x Manta (HQ)
3x Tiger Sharks AX-1-0 escorts (Elites)
3x Barracuda Fighters (Fast Attack)
6x2man squads of Ramora drones (Troops)
Just to see that on the table would be awesome!
Maybe it could be some kind of Apocalypse formation.

Oh lawd, I just realized for scale that the very very tiny triangles at the bottom of that are Monoliths XD
But yeah, I would make my entire Imperial Guard regiment, have them painted by professionals since I can't paint for my life, build/paint a giant battlefield that is representative of their home planet, and then make a huge Tau army to face them against so I can fight the battles in their fluff

Well I have always felt that I was in need of more armies. It would have to be sisters of battle and a fully converted squat IG army! Maybe using mantic figures but more likely just using GW bits.

Legio Gryphonicus would be my first choice for what to make if money was no option.
Followed closely by the full Gaunts Ghosts from the last book (I guess with 3 Space Marine allies in a Ceastus to be as perfect as possible).

But to be honest, unless I won mad money...if I had a few thousand of extra spending...I'd probably just flesh out my Eldar to about 20k.
Add two Phantoms and 3 more Revenants(have 1), probably two Cobras, another Scorpion(have 1), 4 Lynx.
Another 6 Nightwings(have 2), 4 Phoenix Bombers and one of each Vampire superheavy flyer.
And lots of smaller things too.
