A. Tell him.
B. If he doesn't want to play your way, just don't play against him.
There's no "Right" way to play warhammer, it's a social game where both sides have to agree what they want to get out of a game.

Well if you want to hard counter (or attempt to ) Nob bikers you could always takes some farseers, roll on divination hoping for ignores cover, attach them to a unit of wraith guard. Done
S10 AP2 Ignores cover.
Now given the range of your weapons it will be tough to get shots off but it will kill the NObs.

Or you can simply use support weapons with D cannons
Hell even a few psy powers put them down fast.

Sorry bud, Your poll sucks. Strong players who bring the cheese to FLGS are just as important as the ones who fluff out....
When I arrived at mine, not a single person could carry a game properly. Now that 2-3 strong players have shown up, people are playing much smarter.

People have to go to school in the US or can you just drop it at some point ?
part-time evening and weekends like most people do, its a easy way to make some decent honest money

Don't pretend that your countries/states work law is the same as everyone else's. I know in Wales its illegal to have a job until you are over 16 without completing a disheartening amount of paper work, and even then the job isn't allowed to be more then 6 hours work, even at weekends. We don't know where he lives, what back ground or what situation, so lets not pretend we can put a blanket ''Get a job you lazy so and so'' that a distressing amount of people like to throw over young teens like me and him. Getting a job isn't always an option, and even if it is, often times its much wiser to put that time into further school work.
Anyway on topic.
He doesn't seem to have a WAAC list, but you may play in an uncompetitive meta. Anyhow elder have several good options to deal with these guys, my favourite being using the Avatar. Not because he's the best for the job, but because he can do the job admirably while still being a fun and fluffy and easy to slot into any list without it looking tailored, simply due to his awesomeness. Take him with the Exarch Powers Crushing Blow and (Optional, useful for removing power klaws) disarming strike so that he will wound on 2's and can disarm that Warboss. On the charge you would issue challenge the Warboss, who if he accepts will get murdered (6 attacks, 4 hits, 4/3 wounds with a tops of a 5+ invul) and if he doesn't accept then he could have 4 Smash attacks (half 5 rounded up is 3 + 1 for charge) leading to 3 insta dead Nobz. He is quite resilient to choppa's and the like but needs to watch out for power klaws, precision shots go straight for them. For the final note, he is also quite cheap (£££ wise) compared to other options such as wraithknights and you could slot him into any fun or competitive game you like.

Wave serpents make it easy.
Look at the warlock powers, you can make your guys shoot better and make the enemy save worse, there are many options there.
I can think of TONS of options but these stand out the most at least as a guide of when the OP has some money to rub together.
Orks need a ton of shots fired at them (outside of 18") OR large pie-plates fired at them (or hordes of flamer type templates).

I'm 15, Labor laws in Texas say I can work UP TO 18 hours a week, but no more than 3 hours a day. The problem is finding someone who will hire a 15 year old, but honestly I'm sure I could if I really really wanted to (Lot's of fast food places by my house ,within close walking distance) but it's really just something I need to talk to my parents about.

I dont wanna get dragged into the pointless discussion of whether someone is or isn't WAAC. I'm just gonna' say something that makes infinite amounts of sense:
If you're not winning, obviously you need a better list against the meta against which you play. So play a better list. And when you win you can jointly decide if it was fun. and if it was fun, keep doing it.
Losing isn't the tragedy. Having no fun losing is. Up the ante until you feel tyou're COMPETING with him and call it good. There's nothing wrong with that.

Also, WAAC is not the same as playing competitive. Winning at all cost includes cheating, modeling for advantage, lying about rules and antagonizing your opponent in order to provoke him into doing mistakes. What you are looking for is a (more) competitive list which can beat that ork player's list because he is a bad sportsman. Which really isn't that hard. Nob bikers are pretty vulnerable to psychic powers, and eldar have an overabundance of those. Anything S10 and/or instant death will also put huge holes in them, so Wraithguard jumping out of serpents will do a number on them. They also have a hard time taking out seer councils, and while the council will still lose in the long run, it's a massive waste of fighting power for the ork player. If you play the mission rather than trying to just kill him units, eldar should beat orks most of the time. Bring enough scoring units and enough things that can torrent down boyz (serpents, war walkers), and just keep his death star occupied by feeding it one unit at a time.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.

A few things....
Yeah, a player who wins a lot, and is jerk is not the same as a win at all costs player......of course, most waac players are also jerks...but the point stands.
I live in texas - I had a job at 15 mowing lawns and my buddy had a paper route - we funded our comic and game habits that way.
There is always work for the creative.
lastly, look him in the face, and just be honest;
"man, I know you may enjoy it, but when you play this list, it is not fun...so please, if you want to play games, pick a different list".
This last point is the most important - it will serve you well in life...

i retired my ork nob biker+trukk spam list, along with venomspam and my draigo GK because friends told me "these lists are no fun to play with"
whats the point in playing a game if i know going in i will win, and the other guy has no fun? good way to run out of gaming buddies.
so be honest. tell him his army is not fun to play against, and ask him to change a few things up. (maybe go normal bikers instead of nobs)
however that said, the best way to deal with a nob biker unit as eldar, is just pour a ton of str 6+ shots at him, and make him take a ton of saves. once he loses a few guys that unit becomes much less scary. and keep in mind his saves should not be better then 4+ armor, 4+ cover and 5+ fnp. hardly difficult to overcome. a big unit of dire avengers+bladestorm+guide+doom on the bikes = a VERY bad day for those bikers. warp spiders can also put down a ton of shots, back it up with a bunch of lances and starcannons, and those bikes crash and burn pretty quick. once he is down to 1-2 guys charge him with whatever you can to tie him up, then clean out the rest of his army. another thing you might try is mind war on the warboss. make him go away and the ork LD becomes a problem. (also kepe in mind, that mindwar can target other characters, so snipe his painboy with it, or pick on his PK nobs) - heck even pull that stunt on his boys. snipe the nob from the unit, force a LD check, and watch them run. orks are not very scary when they are running AWAY from you...

But also have experience in the job market and able to show a willingness to work, goes a long way in getting a job.
I have been in some sort of work continuously since i was 16, through 6th form, University and now have a fairly decent job. It was this which helped set me apart form the thousands of other people with degrees, and i have never been out of work for more that 3 months since then.
I dont feel my youth was missed, Still hung out with friends, had a good time, and had money to do the things i wanted on my terms as well.

dude....you need to re evaulate your priorities. most teenagers in the 15-18 range start off at mc'D or some other joint flippin burgers, or stocking shelves, etc. its a crappy job, but its a starting point. i mena, you were obviously lucky, walking into the an upper managment 6 figure salary at age 13... but not all of us are that entitled.

Yeah, but not everyone lives that way. I'm sure even if i wanted a job, my parents wouldn't let me due to it destravcting me from my school work. How can they expect straight A's when i spend half my free time working while still expecting me to have a social life? Its not impossible by any means, but its not how i'd want to raise my kids because in my view working is for adult life, why not let them enjoy childhood as long as possible? But the whole job discussion is quite unrelated, so anyway...
Have you thought over either some Dark Reapers who ignore their jink save or a crushing blow avatar to hold them up/kill them?

Being good at this game comes with an unfortunate side effect: if you are good and play good (not great) lists, you still white wash people. So it is really hard to know, until you up YOUR list str, if this is just a skill differential or not. I'd avoid assuming that it is until your list toughens. If you're playing balls to the wall lists and you still can't win, then he probably needs to chill his list.
But is it possibly a skill difference? Practice cures a lot.
