It depents on what primarch we are talking about. I believe Sanguinius was as he use to was though he didn“t rise on Baal, but Angron was became was he was because the conditions of his childhood.
As human, everybody is grown from their enviroment as well as the personality they have.

In Deliverence lost there is some information on some primarchs gene seed. For example Russ' has evidence of canine DNA being infused to it and Alpharius' has deliberatly had his DNA modded to remove his genetic tallness. Seems there is one of two reasons. Either the emperor created each to have certain traits no matter their locataion growing up or he was quite frankly just pissing about to see what he clould make.

I say yes. Every Primarch was basically defined by their upbringing.

Lion was alone for his childhood and thus has bad people skills.
Fulgrim was raised in luxury IIRC
Perturabo I am unsure about his background.
Khan was raised to live with honour and fight fir.
Russ was raised by wolves on a Viking planet.
Dorn's background I am unsure of.
Sanguinius' wings were caused by the radiation on Baal.
Ferrus was raised in a forge on a harsh planet.
Angron was raised as a gladiator.
Guilliman was raised by a governor and by the finest scholars, swordsmasters and generals Macragge had. And grew up to be all those things.
Mortarion was raised on a planet of noxious gasses by oppressed peasants.
Magnus was raised by scholars and became a scholar.
Lorgar was raised on a planet of religious fanatics and became a religious fanatic.
Corax's background I don't know.
Vulkan was raised in a blacksmithy and by people who are close knit and care for each other, and this is reflected in his nature.
Alpharius Omegon's raising is a mystery to all.
Kurze raised himself on a planet of criminals and murderers and became one.

Not true, Fulgrim grew up on Chemos, an industrial world. He rose to prominence, improving production output and efficiency. His drive for perfection comes from most of his Legion dying from a flaw in their gene code in the early days. He feared failing the Emperor and his own possible weakness.

Perturabo I am unsure about his background.

Grew up as the adoptive son of the planetary Tryant, in a greta Fortress. His father later rebelled against Terra and Perturabo returned to kill him and exterminate the world.

Khan was raised to live with honour and fight fir.

I don't know much about the Khan

Russ was raised by wolves on a Viking planet.

Dorn's background I am unsure of.

Grew up as adoptive son of the leader a decent sized planetary empire.

Sanguinius' wings were caused by the radiation on Baal.

Not entirely true, many of the Primarchs were affected by the warp during transit to their planets, Sanguinius had his wings already when he got to Baal and was nearly killed for being a mutant.

Ferrus was raised in a forge on a harsh planet.

True and fought a great silver Wyrm which is why is eyes and hands turned to silver.

Angron was raised as a gladiator.

True

Guilliman was raised by a governor and by the finest scholars, swordsmasters and generals Macragge had. And grew up to be all those things.

Mortarion was raised on a planet of noxious gasses by oppressed peasants.

Not entirely true, Mortarion was raised by the planet's ruler and then rebelled against him in defence of the peasants, the Emperor killed his adotptive father which was a point of resentment for Mortarion.

Magnus was raised by scholars and became a scholar.

True, he got lucky to be raised on a world that venerated Psychics

Lorgar was raised on a planet of religious fanatics and became a religious fanatic.

Corax's background I don't know.

Corax was raised on a planet of slaves and lead a rebellion with guerilla tactics to reclaim the world.

Vulkan was raised in a blacksmithy and by people who are close knit and care for each other, and this is reflected in his nature.

True, they were also victims to Dark Eldar slavers until Vulcan killed them all.

Alpharius Omegon's raising is a mystery to all.

Kurze raised himself on a planet of criminals and murderers and became one.

Sort of true, he was a vigilante who killed killers and left grisly trophies to deter further crime. By the time the imperium came to Nostramo it was crime free as people were terrified of the wrath of "The Night Haunter"

Pretty much accurate descriptions in there. Shows just how much effect their upbringings had on them all.

We don't really know how Sanguinius got his wings. We know it wasn't from Baal's radiation since he was discovered on Baal with the wings already there, but we're never told whether they were part of his design or a result of warp mutation.

Soooo, you're saying blood angels suffer from Black Rage because they have plenty Red Bull cans in Baal. OMG!!!! jejeje
As far I know, the wings of sanguinius were result of the warp travel to Baal. Maybe the Warp enhance his genetic and make them grow. But what is sure is that they weren't result of baal radiation. He was nearly attacked by the humans that found he, mistaken him for a mutant. And in the other hand Sanguinius were unaffected by baal radiation, he was able to fly around without a radiationsuit even in the radioactive deserts.

It seems to me the world a primaech lands on and his upbringing greatly determines his personal traits. Such as Roboute Gulliman. His flair for strategy and governance was nurtured. Like Lorgar who landed on a world of religion, he tried to worship the emprah, finally trodding down the path to chaos.
