Here's a quick run-down of stuff changed by the new rules, as I know them:
There can be more than 1 challenge per combat. So Aun'Shi gets more use for his special ability
GtG outlaws Overwatch! better keep those
Ld tests as high as possible (this brings even more value to Aun'Va)
Split Fire and Counter-attack don't need a
Ld test anymore. Cadre Fireblades became a bit better (the above line adds to his value too)
With charging through difficult terrain only a -2" to the
2d6 test, Grav-inhibitor Drone became even more useless in a unit without Darkstrider
Commanders are still good, but won't be helping Riptides anymore
Looks like an
IC with Infiltrate can join a non-Infiltrate unit and Infiltrate it. Shadowsun infiltrating Broadsides or Crisis? This needs check, though.
Riptides lost the toolbox commander (or any
IC, in fact) and I just saw someone posting that
MCs cannot
GtG anymore. ECPA and
FnP became even more important for resiliency.
Piranhas and Tetras now only get Jink if they declared it before being hit by the enemy; next turn they shoot with Snapshots. Whoever shoots at the enemy jink-able unit holds the advantage. Use cover
Hammerhead got worse by the Jink situation. Use cover
Devilfishes have Objective Secured (if taken by Fire Warriors), while everything else in the army scores (except our Zooming Flyers). Backfield objectives are good
Defensive Grenades do not give Stealth if you're shot at 8" or less. Don't know it if still stops +A from charges.
Blacksun Filter isn't that necessary now, but for 1p you won't need to spend Markerlights to ignore a unit in open field (everyone gets Stealth in a night fight game turn)
Vehicles are harder to explode (need AP2 weapons at least). Glance to death will be even more used (lucky us we have a lot of S7)
With the Jink nerf, Disruption Pods and Sensor Spines are very good. park behind or INSIDE cover (5+ base, 4+ ruins or defence lines) and blast away.
Advanced Targeting System will be more useful, because Precision Shots are a
USR now (not automatic for Characters). The
FAQ will probably say it gives the owner the Precision Shot
USR, and Characters will have it a 5+ (or not, dunno)
Early Warning Override and Velocity Tracker are even better than picking up Fortification Guns, because Interceptor + Skyfire doesn't give normal
BS against ground targets. As we can CHOOSE to use Interceptor and/or Skyfire, our
AA is in good hands.
With
GtG preventing Overwatch, I think Point Defence Targeting Relay could be useful to Devilfishes with
SMS.
Remoras will get 2+ cover when Jinking. As each has Network Markerlight, a good-sized squad should jink all the time,

Oh, just read in the rumour thread that Sniper weapons lost Rending and Pinning; To Wound of 6 becomes AP2;
STR 4 vs vehicles.

The writing about what can be used and what can't with the Tau Codex could get a serious
FAQ. Now there are many 'primary' Detachments, this gets murky
Talisman of Arthas Moloch will need a
FAQ. Nowadays it gives
4d6 DtW dice, pick the highest one for the bearer and any unit within 12".
