 It's not like 
DC with bolters are bad.  But to me, failing a good 
DC charge due to slipping on a banana peel goofy style (a'hyuck) is a battle-plan ruining moment that has colossal ramifications in the following round.  I would rather not make charging harder on myself by shooting too many dudes away.
 
 Additionally, good opponents will go ahead and assault the 
DC rather than bend over for them, and the extra 
cc attack helps them clear themselves out of a combat they don't want to be stuck in faster.  (Like synapse range little bug tarpits, for example.)
