Yes plague zombies explicitly says may not purchase options.

If this means that your TO says nomination must be on your army list or that you loose any options(including the option of more men) if you nominate before deployment that is the TO's call. If you can do it mid game that seems to be an absolute joke and is very unsporting play but that's agian the TO's call.

Yes ask the TO ahead of time. Probably the Errata will fix it - one way or another. : )
