I really like the idea, kinda like bionic commando!!! It is going to be expensive but I love this company and they do incredible work. I have put the link in below. They are in Poland so shipping is good but also not cheap. You could also try Ebay and buy the imperial guard command box bitz that have the bionic arm with power sword. I hope this helps and can't wait to see some models mocked up!!

i love the idea thou i have little idea of how you could do it. maybe just stocking up on various armies and sets and using the extra bits to convert bionic parts. the SM dev set comes with a ton of cool parts and a bunch of servoskulls.

Yeah sounds like a challenge to me, though don't let me put you off! I love a good conversion or two!
Perhaps also check out the Iron Hands box set on the GW site, as well as some of the servitor models and inquisitorial henchmen from the witchhunters and daemonhunters ranges

It's also fairly simple to build bionic arms from small pieces of plastic rods and space marine hands. I've an example in my gallery : http://www.dakkadakka.com/gallery/68945-Test%20bionics.html?m=2

Endtransmission has some good bionic bits.
You can make them pretty easily too out of stuff lying around the house - I've used coctail sticks with one end wrapped in a few turns of paper to make pneumatic rams. You can also use cotton ear bud stems for structural components (as they are comparatively thick), etc.
This gives you more control over how the limbs will look, and gives you something unique.
