As far as GW is concerned? I would either say Blood Angels or Space Wolves. If there wasnt any Ultras around, I could see GW pinning up BA everywhere.
On a second thought, I want to say they also like Black Templar. I can think of many hints that they are their favorite second founding.
I could put out some examples as to why I think GW likes BT on the down low, but it could just be a coincidence and im crazy.
Thats what we are talking about right? GWs favs second to ultras? Or just in general? If in general, my first two choices stand.

Nah, if the GW boys ever worked out the Ultramarines then I could see the Imperial Fists getting thrust into the limelight even more than lately to take up that flagship spot. All the other named legions bear some mark/taint that keeps them from being anywhere near as pure as what the UM and IF represent.

Reckon it probably goes:
-Vanilla chapters with good special rules (Salamanders)
-Chapters with their own books in order of newness (Blood Angels, Wolves, DA, Templars)
-Vanilla chapters without any particularly good rules (Crimson Fists, Imperial Fists)
-Homebrew
