I like the concept of scouts but am unsure which army does scouts best.

Black Templars) Pros- I like having scouts mixed in marine squads, crusader theme. Cons- I like shooting

Space wolves) Pros- Better scouts, goes with an Zulu marines army theme I want to do. Cons- The scouts are not troops

Plain) Pros- Troops choice. Cons- weaker scouts

Which is the best for scouts? Also what transports are there for scouts, I never see scouts used.

Four scholars at Oxford were making their way down the street, and happened to see a group of ladies of the evening. “What’s this?” said the first. “A jam of tarts?” “Nay,” said the second, “an essay of Trollope’s.” “Rather, a flourish of strumpets,” advanced the third. “No, gentlemen,” concluded the last. “Here we have an anthology of pros.”

As for mobility you have (with vanilla marines) either biker scouts or Land Speeder Storms, both of these options use FA slots.

Vanilla Marines definitely. While Wolves have BS4 scouts, they're elite, not troops.

The people in the past who convinced themselves to do unspeakable things were no less human than you or I. They made their decisions; the only thing that prevents history from repeating itself is making different ones.

Have you taken a look at the Exorcists? They have 2 additional scout companies, to cover losses from their 'highly unconventional' training. Bound to be some scope for conversion and characterisation there ...

Grab a Vanilla space marine codex. Fluff wise, Raven guard is a great scout army to start. Take shrike with some fleet close combat scouts in Land speeder storms , with some sniper scouts on objectives, supported by fleet assault marines/ dreadnoughts. Very fast scout-like army.

Crimson Fists are another chapter that is good for scouts.

a bunch of Scout squads as troops, 2-3 Sternguard squads, and Pedro Kantor to make the Sternguard scoring.

Using Shrike is a good idea too. Fleet is deadly on marines and not just scouts. fleet assault terminators are nasty.

It seems all are in favor of plain codex, thankyou for replying gentlemen.

What chapter theme should I go for, I have three ideas: Zulu marines, Raptors chaptor (the Raven Guard succesors), or Teutonic marines

I would say 'Raven Guards' too as most of there army consist of Scouts. Plus there lore is pretty awesome so that's a bonus.
