What rules are you planning to use? Unless you're talented with green stuff and converting, there's a very good chance of this being an unmitigated disaster.

That said, you can use it for conversion bases. I'd use a lot of imperial guard stuff. It would probably have to be a count as imp or tyranid force anyways since floor are all about the swarm.

The halo miniatures aren't in scale with warhammer 40k. A standard spartan is a good head or two above a terminator. You'd have a lot of trouble with taking cover saves, which is pretty much necessary for most armies. Another problem with Halo armies is that you won't be taken seriously regardless of how well they are done.

I agree. Maybe you should use rules for Nurgle Daemons.

Why not just make your own Halo miniatures game instead of trying to bastardize 40K rules?
WOuld make a lot more sense tbh...

Nope because i want 2 see how the flood would fair against the other races in the year 40,000 and battles would be more varied.

This is mainly because it is the SM models that are ALL out of scale with everything else.
Something that is supposed to be head and shoulders taller than any of the regular human troops in power armour and even bigger in terminator armour (not just a smidge taller and then again). GW should have stuck to proper 25mm for human infantry (thus making SM true scale in comparison).
Halo miniatures game has already been done. It failed. Not even Hasbro could make it work.
A Halo fluffdex is likewise doomed to fan-failure. Moreso than Codex:fishmen.
Yes, I can appreciate that you might like the Halo game a lot. Halo is NOT 40k and 40k is NOT Halo.

Well i think its a great idea.. all you need is what you said already! ig and green stuff. you could birth a cross over wherby the flood is a form of nurgle.. or dont bother, your minis anything is possible. i suggest you get some zombies becuase they already look like em except with tendrils. if you dont rush it, they could look, great.. but dont expect other people to get it.. most peeps choose there sci fi to fit. and halo is not really grimdark. ( even though i am also a big fan.. i even created a planetary invasion boardgame game , with every . vehicle and unit playable . upto hundreds of thousands or just a handfull)
i imagine the flood behave like tyranids. so you may need a few models. good luck and green stuff can be bought pretty cheap from ebay , i just got 3ft for £6.50

If you've set your mind on doing it then by all means go for it, the modelling challenge alone would probably be worth it for you. However, I would suggest using an existing Codex (such as Tyranids or Daemons), a fan codex is unlikely to be as balanced as you think it is and more importantly, few people would want to play against you.

I sadly own a (almost) complete set of the Halo Action Clix figures, and IMO they're not worth attempting to convert. The plastic is to soft, and they're aren't that many figures that are a good size fit for converting.
If you're going to do it, I convert IG like Saruus suggested.
Which version of the Flood are you going to model them off of (H, H2, H3)?

Considering you wrote the rules for them I can't see this being the best thing.
Also please work on your spelling and grammar. You know, capitalization, not using numbers for words, etc.

Well you havent got all the forms, or all of them right for a start. You need the Pure Forms which can become Tank, Ranged or Stalker form.
And you need the Carriers.
That being said, I dont think its gonna work very well mate. Especially with a Fandex. Someone suggested using the Chaos: Daemons dex, which could work, if you just used them as Nurgle daemons.
You'll need to be very talented with green stuff for this to have any chance of working even a little bit.
Good luck.

Well look at all you negative nellies. It's obvious the OP is quite young, so what if he wants to make a Halo army? There's almost a zero chance of any of you every playing against it and he's not trying to make it tournament legal. Go for it kid, wargaming is about using your imagination to act out epic tales of daring do, don't let these jaded old ****s piss on your chips. Having said that, there are a few gems of wisdom buried deep within the scorn. If the ruleset you've created isn't balanced, it won't be fun for your opponent to play which in turn spoils the fun/challenge for you. IIRC, the flood are strong and numerous but quite squishy and inaccurate, so maybe make them good at CC but poor at shooting with a relatively low (high?) armour save.

I disagree.

They are of course a little big to be used in games of 40k, but the conversion itself is easy enough.
