So around these parts we have a guy who plays who has lovingly be dubbed- Cheater Mike.
Cheater Mike's infantry move 8-10 inches. They have been known to assault farther still if no one is looking.
Cheater Mike's heavy weapons have been known to slip behind cover between turns as to not be targeted. How they shot the turn before is a mystery to all.
Cheater Mike's dice are often "cocked" when they roll 1s.
Cheater Mike's Sgts often have power swords when it is time for CC- though they are modeled with a bolter in hand- and no head.
Cheater Mike's "Army List" is often unreadable scribble laced with random numerical code that would drive a sane man mad. This may be Cheater Mike's true and ultimate agenda.
Do any of you know someone like our beloved Cheater Mike and what are they guilty of?

Completely unreadable list. Illegal upgrades (IE. Suits with more weapons than allowed)
not as bad with the measuring as yours tho.

The obvious advise: Don't play against Cheater Mike unless forced to in a tournament.
In a tournament, a few notes:
1. Ask the TO to require everyone to have a printed army list. If the store has Army Builder, that will fix a lot of your issues if Mike has to use it.
2. Ask the TO to stop by as frequently as possible to watch your game.
3. Tell him frankly at the beginning of the game that he has a terrible reputation for shenanigans and cheating, and that the first time you see it, you're going to ask the TO to disqualify him from the game and ban him from the store.

yeah, got one guy in the group who does all of that.
His crisis suites are able to jump back 8 inches, told him once that if his suits were legal where it was, then he couldn't have RF me the turn before... Claimed that he didn't RF me... I pointed to the pile of dead DE whose numbers matched only the RF total (got lucky on dice... which also happens too often, wonders about cooked dice).
Forgets basic rules when convenient for him, makes up army rules or only takes the most advantageous interpretation if their is a rules issue (even if it is the least logical).
Cheats at D&D even. A game that doesn't even have winners and losers.
Caught him lying about his college experience, or his age... (said he was on the team at a game I watched when I got tickets from my high school, then said he was 2 years younger than me...)
I tolerate it because I think it has to be pathological at his level, it has to be for some of the stupid stuff he thinks will pass. If I had to disqualify people in gaming based on mental illness, I suspect I wouldn't have many opponents or a D&D group. I'm an attention deficit DM, one player is bipolar, one is a girl who only plays bards, one players is a grown man who still likes power rangers (and once played Uncle from that Jackie Chan cartoon complete with the voice http://www.youtube.com/watch?v=AcmpjIfb0OQ ), and the normal guy is craziest of all for showing up every week when he already has 2 groups he runs and is going to college, and really likes dwarfs for some reason
Besides, I don't ever play against him in tourneys, so no money is on the line... so only friendly games (though I call him on all cheats, tell him if you are going to cheat, don't get caught)

We haven't got any Warhammer TFGs right now(our has reformed quite abit), but there is a couple in the FoW group which meets in the same room at the same time and a couple of us warhammer guys play too.
1 guy(about 15-16 years) is really anal. he doesn't cheat, it's his personality that rubs the wrong way. he doesn't appreciate joking around because it is distracting. he doesn't like playing with the other kids because they don't have a handle on the rules quite yet. he can't stand it if you are playing him and you start talking to someone while waiting for him to move(which take a while because he thinks about his moves very carefully)
we keep him around because he makes fantastic terrain pieces and we think he is softning up.
another guy, about a 12-13 year old. he is the oldest of the noobs and has amassed quite a force by now. however, he still insists on not playing with a FoC. we let the noobs play if they have just 3 tanks so they can get a hang on the rules. he always brings his Tigers, King Tigers, and Panthers to small 1k games with 2 kids per side. i have to keep stopping him and saying that he needs to follow the FoC for whatever company he has chosen, not mixing and matching he units he wants from the different books so he gets nothing but hard to kill big cats.

The big cats in FoW tend to under preform for their points. They don't get all that many shots, and I've seen them smoked for the entire game doing virtually nothing. They can be a force multiplier for a larger well rounded force, but by themselves just spamming them isn't good at all.
Once he plays real opponents at real points levels he will realize how bad it is to bring so many of them. This is probably true even if he still doesn't follow FOC.

yes, but the other kids don't think to smoke him, no matter how many times we tell them, and the Germans just pop the only things that can hurt them and then it's over.

Jesus, those are horrible. Don't have anyone quite like that, but my DE player tends to take things that are ambiguous (like pre FAQ on someone giving a +1 on die roll for sides - forgot his name) and assuming that it meant +1 for who goes first (which the FAQ says it does, and I probably would have allowed it except for the sisters FAQ which had a similar item not working in standard missions).
More than anything, it's just assuming things are in his favor and being kinda ridiculous when I disagree. Void Mine and that +1 are the two most recent examples.

As in just about every young gamer that decides to show up on on a Thursday-ie bar crawling day at my local GW? Far too many brats who think that they can get everything their own way at my local. The kicker was today when I was running a tutorial for a pair of them, and one of them spent the whole game trying to cheat, before trying to argue with me over the rules....which I was teaching him....¬¬ OT? Meh. ^^

We had a TFG, thankfully I haven't seen him in ages. Aside from foul body odor and a personality not even a mother could love, he was a dirty arrogant snob of a cheat. His name was Russel. When he played a game, the joke was that his units were capable of 'Russelportation.' More than once he somehow managed first turn charges (in missions/situations where you deploy 18" away from the enemy, he didn't have the gall to try a 24" move in the first turn), without the benefits of fleet/beasts/other movement abilities that would allow this. When he played guard, his camo netting allowed him to keep his tanks off the table for deployment, and then he could place them down wherever he wanted outside of the enemies deployment zone, etc. etc.
Obnoxious really.

My very first 40k game was against a TFG. He was a kid of about 12, playing space marines. I was playing my old ork army. First of all, he tried to claim my lootas only got 3 shots each. He shoots at one of my trukks with a plasma gun, fails the Gets Hot test, but rerolls it because "I've got a piece of gear that lets me". My ork boyz score a few lucky hits and take down a dread. It then turns out this dread was "booby trapped, all the orks within 12" are dead". It was at this point one of the GW staff asked how I lost so many orks when he had only a few casualties. I explained and the GW staffer declared me the winner by default. Looking back at these now I have a decent grasp of the rules, they're pretty funny.
